SUBJECT: Approval of FY 1995/96 CDBG Funds for the Las Trampas Housing Project
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
( 1) APPROVE the allocation of $35,500 in FY 1995/96 Community
Development Block Grant (CDBG) Housing Development Assistance Funds
to Las Trampas, Inc. to develop a group home for developmentally
disabled adults; and (2) AUTHORIZE the Deputy Director-Redevelopment
or his designee to execute a CDBG Project Agreement and related loan
documents for this project.
FISCAL IMPACT
No General Funds are involved. Funds for this project will come from
Contra Costa County' s FY 1995/96 CDBG allocation provided through the
U.S. Department of Housing and Urban Development.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On February 14, 1995, the Board of Supervisors approved an allocation
of $632 ,550 in FY 1995/96 CDBG funds to the Housing Development

Assistance Fund (HDAF) for use in funding affordable housing projects
as they develop throughout the program year. Including carryover, the
current balance in the HDAF is $1,051,624 . In addition, the Board
approved an allocation of $14,500 in FY 1995/96 CDBG funds to Las
Trampas, Inc . for acquisition of a single family home to provide
shared housing for four developmentally disabled adults enrolled in
Las Trampas programs . The latter approval reflected the
recommendation for partial funding of this project by the Housing and
Community Development Advisory , Committee (HCDAC) . Las Trampas was
encouraged by the HCDAC to return with a request for additional
funding from the HDAF once it had identified a specific site, total
project budget and additional required funding sources .
Las Trampas has now identified a residence in Pleasant Hill
appropriate to serve as a group home for developmentally disabled
adults . Including closing costs, the cost of acquiring this site is
$261,200 . Approved and proposed sources of funding for this project
include the following:
FY 1995/96 HDAF funds $ 35,500 requested
FY 1995/96 CDBG funds $ 14,500 approved
Foundation grant $ 40,000 approved
Lamorinda Bank Loan $160,000 approved
Las Trampas, Inc. $ 11,200 approved
TOTAL Project Cost $261,200
If funded, this project will provide permanently affordable housing
for four developmentally disabled adults and one resident
caretaker/staff member. In addition to housing, Las Trampas provides
a full range of supportive living services for developmentally
disabled adults, including counseling, living skills training and
assistance, basic education, and employment programs . Las Trampas
clients are very-low income adults from throughout Contra Costa County
with moderate to severe mental retardation. Through experience, Las
Trampas has observed that clients living in small group environments
exhibit substantial improvements in behavior and social adjustment in
comparison with institutional or dormitory environments . Therefore,
Las Trampas initiated a program to move its client population from an
institutional, dormitory-style living environment to small group homes
and apartment clusters . The four clients who will initially occupy
the proposed project are temporarily residing in rental housing
currently in need of rehabilitation. Acquisition of the proposed
residence will complete Las Trampas ' goal of establishing affordable
residences in small group settings for existing and future client
populations .
The proposed project is consistent with priorities identified in the
County' s currently approved Housing Element and Consolidated Plan.
Acquisition of the proposed residence will help to ensure the
availability of permanently affordable, decent housing and a stable
living environment for mentally disabled populations in Contra Costa.
