REQUEST for APPROVAL to RENEW four State and Federally funded child care programs SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Acting Director of Social Service or designee to: 1. SUBMIT applications to the State Department of Education to renew child care contracts for the period July 1, 1995 through June 30, 1996, and to sign the state's contracts for the following child care programs: 29-003-48 STATE GENERAL FUND CHILD CARE AND DEVELOPMENT PROGRAM 29-052-3 FEDERAL BLOCK GRANT PROGRAM 29-053-2 FEDERAL TITLE IV-A "AT RISK" PROGRAM 29-055-2 STATE AFDC TRACKING 2 . SIGN the required Certificate of Compliance with Child Care Maintenance of Effort Requirements for FY 95/96. FISCAL• The funds being applied for are State and Federal Funds. There are no County costs involved at this time in applying for the contract renewals. However, when the contract for the State General Fund Child Care Program is executed, the County will be required to contribute a Maintenance of Effort (MOE) toward that program in the approximate amount of $56, 181. The MOE is a long standing requirement for the State's General Fund Program. This will be the fourth year of funding for the Federal (Alternate Payment) Block Grant Child Care Program and the Federal Title IV-A "At Risk" Program. The State Department of Education has not as yet disclosed funding amounts for FY 95/96, but has invited current contractors to apply for continuing funding. Funding allocations for the three contracts for FY 94/95 totalled $1, 473 , 146. It is anticipated that FY 95/96 funding will be approximately the same. The State General Fund Program primarily serves families who receive Child Protective Services (CPS) . The Federal Block Grant Program targets Teen Parents, children at risk of abuse and neglect, and children with special needs. The Title IV-A "At Risk" Program serves low income working families who would be "At Risk" of becoming eligible for Aid to Families of Dependent Children (AFDC) without child care subsidy. Approximately 200 families are currently receiving services under those three programs. AB 2184 requires the California Department of Education and the California Department of Social Services to establish a system for tracking enrollment data or cost of eligible Aid to Families with Dependent Children (AFDC) recipients in California Department of Education' s subsidized child care system. This data will be used to maximize Federal Financial Participation reimbursement through the Federal Title IV-A program. Because of added tracking requirements it was determined that administration costs relating to the tracking for eligible families should be reimbursed to providers for the following three categories; initial tracking, computer costs and on-going tracking. The reimbursement funding of $1, 380 will apply to the period of July 1, 1995 through June 30, 1996. f
