MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: July 11, 1995 SUBJECT: Approve and Authorize the Chair to Execute Program Supplement No. 096 Rev 1 for the Widening of Appian Way and Valley View Road. Project No.: 0662-6R4056 SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the Chair of the Board of Supervisors to execute Program Supplement # 096 Rev 1 which provides $1,650,000 in Federal Aid funds for the widening and reconstruction of Appian Way and Valley View Road. II. Financiallml2act: The supplement provides reimbursement from the State for 89% of the County's estimated costs for the project. EI Sobrante Area of Benefit funds will provide the remaining 11% of the funding for this project. III. Reasons for Recommendations and Background: On June 21, 1977 the Board approved the County-State Master Agreement No. 04-5928 for the funding of Federal Aid Projects. On January 20, 1993, Contra Costa County qualified for Federal funds to widen Appian Way and Valley View Road. Caltrans and the Federal Highway Administration have determined that the County can be reimbursed for the County's estimated preliminary engineering and right-of-way costs for the project. Reasons for Recommendations and Background: (Continued) Caltrans and the Federal Highway Administration determined on December 6, 1990; that the project meets the criteria for"Negative Declaration"from the California Environmental Quality Act. IV. Conseauences of Negative Action: If this program supplement is not approved the County will have to absorb the entire cost of preliminary engineering, construction engineering, right-of-way and construction for this project.
