We have pictures of the back hoe compressing the loads into the truck beds. Not only are covers required on loaded trucks but these heavily laden trucks could have avoided the fragile Dutch Slough levee road by going around via Cypress. Until that time recent truck traffic of all heavily loaded trucks had abided by the signs posted restricting heavy traffic. On June 22, 1995, however, there were a record number of commercial heavy duty dump trucks and trailers driving on Dutch Slough Levee Road (8 trips in 12 hours) on a surface that would not qualify for a"Bike Path"in the County. I am concerned that other heavy trucks will begin to drive over our levees because the County trucks are setting a precedence. In addition, Contra Costa Times front page of 6-17-95 has Ironhouse Sanitation District in the process of purchasing another 20% of Jersey Island and supporting a Big Break/Jersey Island Fish and Game project. It appears at though the County has money for land purchases but none for solving the levee problem. On 5-9-95 Roger Foott Associates, aka GIE Consultation Inc.,presented details of a$135,000 study done on Dutch Slough Levee conformance to FEMA and presented a cost to eliminate the Dutch Slough levee from the Flood plane. The Reclamation District 799 pleaded with property owners to join in an all out effort to follow a plan to accomplish that end in due time. This property owner witnessed the County disregard for the $135,000 study and the impact on the property owners as well as the Reclamation inability to control the levee traffic. While Reclamation District 799 have the levee responsibility by law they do not have the charter to enforce the law. As a result of this study it is obvious that repairs are essential to the integrity of the levees on Dutch Slough road. The Reclamation District has no jurisdiction over County properties or any other County agencies unless approved by the County Board of supervisors. It is essential for members of the County Board of Supervisors to attend all Reclamation meetings in order for meaningful action to be taken to protect our levees. Without County Board of Supervisors approval,the Reclamation District can neither act to bring the levee up to FEMA standards nor protect Dutch Slough Levee Road from truck traffic.
