Subject: San Luis Drain
Dear Boardmembers,
I am writing as directed by Stockton East Water District Board
action of 6/20/95 .
Your recent letters seeking opposition to completion of the
San Luis Drain ignore an already serious problem and a
reasonable solution.
Agricultural tail water currently finds its way to the
San Joaquin River where it must be diluted with high quality
water from New Melones Reservoir. This makes no sense
whatsoever. Completion of the San Luis Drain is absolutely
necessary for the protection of our water resources . The Drain
must, however, discharge at a point where the Drain flow
quality exceeds the quality of the receiving waters .
Please review your suggestion that the Drain not be
constructed. Please work with us to find a way to complete the
Drain in a manner that will result in overall improvement of
the ualit of our water resources .

IN CALIFORNIA )
WHEREAS, the agricultural industry in California experienced an extremely wet winter
and unseasonably cool spring, causing the planting season to be delayed, thereby preventing
growers from staggering their plantings, and which will result in the harvesting of large
volumes of crops such as processing tomatoes, pears, peaches, apples and wine grapes in an
unusually short timeframe; and
WHEREAS, these factors have created transportation problems which are leading to an
imminent crisis for the industry due to difficulty in getting perishable crops from field to first
point of processing in a timely manner and threaten the ability of processing facilities to acquire
the products of preservation and related materials needed to maintain an uninterrupted
processing cycle; and,
WHEREAS,the Secretary of the California Department of Food and Agriculture has been
requested to petition the Commissioner of the California Highway Patrol to use his authority
to relax specific regulations related to the transport of raw agricultural commodities and
products of preservation and related materials necessary to process perishable crops during
peak harvest season.
THEREFORE, BE IT RESOLVED, that the Board of Supervisors of County
believes an emergency exists with the agricultural industry in County on the basis of
both inclement weather and a potential adverse economic condition that threatens to disrupt
the orderly movement of farm products during harvest.
BE IT FURTHER RESOLVED, the Board of Supervisors of County supports a
waiver of the maximum on-duty time limits applicable to any 8-day period for drivers employed
by agricultural carriers pursuant to the Vehicle Code, California Code of Regulations.

Dear Secretary Venneman:
This letter is in support of your request to relax specific regulations related to the
transport of raw agricultural commodities, the products of preservation and related
materials.
_____ County's agriculture industry depends on the timely transportation of perishable
crops from the field to the first point of processing. Equally important is the timely
acquisition of products of preservation and related materials needed to maintain an
uninterrupted cycle at the processing facilities.
Agriculture is a leading component of the economy of ------ County, and it is our
request that all efforts be put forth to assist in transporting the crops that are maturing
within a shortened timeframe due to the delayed planting that inclement spring weather
caused.
