SUBJECT: Request for reallocation of Community Development Block Grant (CDBG) funds
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE the reallocation and DIRECT the Auditor-Controller to transfer $40,764 (the entire balance) of
FY 1994/95 funds, from Community Development Block Grant project 20-65 (Mountain View Community
Center) to 21-89 (acquisition of Balboa School).

BACKGROUND/REASONS FOR RECOMMENDATIONS
FY 1994/95 CDBG funds were granted for the renovation of the Mountain View School site for use as a
community service facility. Upon subsequent review of the renovation costs for Mountain View School it
was determined that approximately $900,000 would be required to reopen the facility and meet current
Uniform Building Code requirements. To date the Community Services Department has been unsuccessful
in securing additional funds for the project. The continued feasibility of the Mountain View School project
is unlikely. (continued)

In the interim the Community Services Department was notified by the West Contra Costa County School
District of its intent to sell Balboa Elementary School in the City of Richmond. Unlike the Mountain View
School, the Balboa School site has been kept in excellent physical condition. On December 6, 1994 the
Board of Supervisors authorized the General Services Department to execute an agreement with the West
Contra Costa County School District to acquire the Balboa School site. The Board has also committed other
County funds for the acquisition of the site.
The Balboa School site will be used as a permanent facility for West County based Head Start programs.
The site would serve City of Richmond children as well as children of the Urban County. This site will
allow the County to expand the Head Start program to income qualified children in the City of El Cerrito.
The program already serves children from North Richmond and San Pablo.
The Housing and Community Development Advisory Committee (HCDAC) recommended approval of the
reallocation of funds at its June 21, 1995 meeting.
