AUTHORIZE County Emergency Services Director to sign the Memoranda of Understanding with the cities and special districts. BACKGROUND Following the October 1991 Oakland/Berkeley Hills Fire, S.B. 1841 was introduced into the State legislature. One of the provisions of the bill required the State Office of Emergency Services to establish, by regulation, a standardized emergency management system (SEMS) to be used by all emergency response agencies within the state. S.B. 1841 was approved by the Governor in September 1992 and the provisions of the bill related to SEMS were codified as Section 8607 of the government code. Subsequent SEMS ; regulations developed by the State Office of Emergency Services are set forth in Chapter 1 (Sections 2400-2450) of Division 2 of Title 19 of the California Code of Regulations. As of December 1, 1996, a local agency included in a Governor's state of emergency proclamation must be in compliance with the SEMS regulations in order to be eligible for state funding of emergency response-related personnel costs. Section 2409 (b) of the SEMS regulations requires the Board of Supervisors to establish an "operational area” by December 1, 1995. An "operational area" is defined as an intermediate level of the state emergency services organization, consisting of a county and all political subdivisions within the county area. The purpose of the operational area is to coordinate emergency response activities within the county and to serve as the communications link between the political subdivisions and the State Office of Emergency Services.
