SUBJECT: Personnel Reductions at the Concord Naval Weapons
Station
The Board received a letter dated May 16, 1995, from R. B.
Lanning, Captain, U. S. Navy, Commanding Officer, U. S.
Department of the Navy, Naval Weapons Station, 10 Delta Street,
Concord 94520-5100, advising of reductions in approximately 600
civilian personnel at the Concord facility.
IT IS BY THE BOARD ORDERED that the aforesaid letter is
REFERRED to the Human Resources Director.

Dear Supervisors: w CONTRA COSTA CO.
On January 20, 1995, the Department of the Navy announced a number of anticipated civilian
personnel reductions in force (RIFs) at various locations in the United States. At that time,
Naval Ordnance Center and Weapons Stations throughout the country anticipated a RIF of
approximately 1, 600 people. These reductions were required to meet mandated staffing levels
and respond to changes in workload requirements. Through the use of separation incentives
and projected workload assessments, the Department of the Navy has reduced that number of
anticipated RIF actions to about 600 people. Naval Weapons Station Concord will be
conducting a RIF with a planned reduction of 110 people. RIF notices will be issued to station
employees on 17 May 1995 with an effective date of 15 September 1995.
Aggressive participation in the Department of Defense's Separation Incentives Programs (SIP) is
resulting in 28 people accepting SIPs, thus lowering the number of involuntary separations to

voluntarily separate.
Provided is an attachment which outlines the RIF impact, a description of the station's
intermittent employment program, planned ouplacement efforts and a breakout of occupations
affected by the RIF.

REDUCTION IN FORCE INFORMATION
17 MAY 1995
SEPARATION INCENTIVE PROGRAM(SIP):
Concord is participating in the Department of Defense's incentive separation programs to
reduce the number of civilian employees. Under these programs, eligible employees who
choose to voluntarily leave government service receive cash incentives.
Number of employees approved to receive a separation incentive(SIP) and voluntarily
retirement or resignation: 28
REDUCTION IN FORCE (RIF) INFORMATION:
Additional personnel reductions are still required and unfortunately there will be
involuntary reductions to meet the targeted staffing levels.
Total reduction in force notices scheduled to be issued to station employees: 174
RIF ACTION SUMMARY:
Reassignments to other jobs at same grade within the station: 63
Offers of jobs at lower grades within the station: 29
Involuntary separations: 82
RIF DATES:
Notices will be issued to employees on 17 May 1995
Employees are given 120 day notice period
All RIF actions are effective on 15 September 1995
STAFFING LEVELS:
Current station employee on-board strength as of 30 April 1995: 740
Fiscal Year 1996 staffing is to achieve a 570 full time equivalency (FTE)target

DESCRIPTION OF INTERMITTENT EMPLOYMENT PROGRAM:
The nature of a portion of the workload at Concord can not always be scheduled or
planned in advance. Because of this, it is necessary to reshape the structure of the
workforce at Naval Weapons Station Concord to meet workload peaks and customer
requirements while still meeting the targeted staffing goals. Part of the reshaping of the
workforce at the Weapons Station is to use intermittent employment which means
employment without a regularly scheduled tour of duty.
There is and will continue to be a permanent intermittent workforce at the Weapons
Station to meet surge workload periods. This workforce is called in to work when there
are customer requirements and can be placed in a non-pay status when the work is
completed. There are currently 128 permanent employees on the rolls of Naval Weapons
Station Concord who work intermittently. This number may increase by 80 to 208.
Station employees who receive an RIF involuntary separation notice and who qualify for
these permanent intermittent positions will be offered one of these positions prior to their
separation from the Weapons Station.
OUT-PLACEMENT PROGRAMS ARE BEING OFFERED TO EMPLOYEES
WITH SEPARATION NOTICES:
Eligible employees receiving RIF notices are registered in the Department of Defense
Priority Placement Program (PPP) and may elect to participate in the Defense
Outplacement Referral System (DORS) and the Office of Personnel Management's
Interagency Placement Program (IPP).
Arrangements have been made for employees to use the Transition Centers at Mare Island
Naval Shipyard in Vallejo and Navy Public Works Center, San Francisco in Oakland.
Both of these Transition Centers offer excellent services to displaced employees.
The Contra Costa County Private Industry Council (PIC) in conjunction with State's
Employment Development Department (EDD)will provide a Rapid Response Team to
counsel employees on unemployment benefits and job retraining opportunities.
Employees will be invited and encouraged to participate in federal job fairs and other
transition programs as they become available.
Station employees are also eligible to use the Civilian Employee Assistance Program
(CEAP) which offers a variety of services from personal to financial counseling.
