Dear Board Members
At the May 9, 1995 meeting of the Inyo County Board of Supervisors,the Board adopted Resolution No. 95-24.
This Resolution requests that legislation be placed on the ballot repealing the Mountain Lion Preservation Act.
There are many important issues throughout the State of California,but we feel that with the significant increase
in mountain lion populations, and the increase in mountain lion attacks and sightings,the proper management of
the mountain lion population in the State of California is one of the most important.
Inyo County is currently the location where the Department of Fish&Game is conducting an in-depth study on
the relationship of the mountain lion to deer population. We are aware of the fact that there are many factors
which resulted in the astronomical decline of the deer herds in the State of California. In our County alone, the
Round Valley deer herd has decreased in numbers from 5,000 in 1984 to 900 in 1993. The current study
indicates that the primary factor for the decrease in deer herds was caused by decline in animal health. This
animal health issue is directly related to the degradation of the deer's natural food source due to serious and
prolonged drought conditions. But, in addition to those statistics, the fact that during the decline of the deer
herds, predator studies were not being conducted, indicates that the true impact of the mountain lion on the
decimation of deer herds cannot be adequately addressed, without further information. Therefore, we feel that
the statistics do indicate that along with the drought, the mountain lion, has in reality, contributed to the
decreased number of deer, and their populations should be appropriately managed as are all other California
wildlife.
The Board of Supervisors feel that it is important that the Legislature take the appropriate measures to restore
the Department of Fish & Game's ability to manage California's mountain lion population, not only to
reestablish a balanced wildlife system,but also to protect the safety of the lives and property of our citizens.

RESOLUTION OF THE BOARD OF SUPER VISORS
COUNTY OF INFO,STATE OF CALIFORNIA
REQUEST FOR LEGISLATION TO PLA CE ANINITIATIVE
ON THE CALIFORATA BALLOT TO REPEAL THE
MOUNTAINLIONPRESERVATIONACT
WHEREAS, the California taxpayers have spent $30-million per year, and will continue to spend that amount for the
next 30 years, for a total of$900 million, for mountain lion habitat, despite the fact that the mountain lion is not a
threatened or endangered animal;and
WHEREAS, the mountain lion population is stable, healthy and growing, and the State of California has the highest
density of mountain lions of any state in the west, per Terry Mansfield of the California Department of Fish & Game;
and
WHEREAS, statistics confirm that the deer population in the State of California, and in the County of Inyo have
continued to decline,while the primary predator of the deer,the mountain lion,continues to increase;and
WHEREAS, the deer, the natural prey of the mountain lion has been depleted, and the mountain lions have moved into
more populated areas, preying on livestock,domestic dogs and cats,and in some parts of California,on people;and
WHEREAS,during the period in California History when the mountain lion was managed,there were very'few sightings
or attacks, and since 1972 when the hunting of mountain lions was stopped, there has been a definitive increase in the
number of mountain lion sightings and attacks;and
WHEREAS,the increase in the number of incidents involving mountain lions in the State of California can be confirmed
by the California Department of Fish&Game,and include:
A. A MOUNTAIN LION WHICH HAD BEEN FEEDING ON DOGS AND CATS WAS KILLED BY A CAR IN THE CITY LIMITS OF FRESNO(HERNDON AVE.).
B. IN MARCH, 1986,IN AN ORANGE COUNTY REGIONAL PARK,A 5-YEAR OLD GIRL,LAURA SMALL,WAS SERIOUSLY INJURED BY A MOUNTAIN LION.
C. IN OCTOBER, 1986, IN THE SAME ORANGE COUNTY REGIONAL PARK,A 6-YEAR OLD BOY,JUSTIN MELLON, RECEIVED MINOR INJURIES FROM A
MOUNTAIN LION.
D. IN 1988, IN BUTTE COUNTY, 51-YEAR OLD LUCY GOMEZ DUNTON WAS DETERMINED BY FOUR PATHOLOGISTS TO HAVE BEEN KILLED BY A
MOUNTAINLION. THE DEPARTMENT OF FISH&GAME,ON MAY 18, 1994,REOPENED THE CASE ON LUCY GOMEZ DUNTON(WESTERN OUTDOOR
NEWS,LT.CHAPLAIN,BUTTE COUNTY SHERIFF).
E. DEPARTMENT OF FISH&GAME LT. BOB TURNER KILLED TWO LIONS IN ONE DAY-THE FIRST AFTER AN ATTEMPTED GRAB(3 P.M. ON MAY 9,
1990)OF A 3-YEAR OLD BOY IN CUYAMACA STATE PARK;THE SECOND WAS KILLED JUST OUTSIDE THE PARK,AND WAS KILLING LIVESTOCK. IN
1985, LT. TURNER KILLED TWO OTHER,LIONS, AGAIN ON THE SAME DAY, AFTER THEY TERRORIZED A FAMILY AND CHASED THEM FOR TWO
MILES.
F. IN MARCH 1992,IN A SANTA BARBARA COUNTY STATE PARK,A 9-YEAR OLD WAS ATTACKED AND RECEIVED MINOR INJURIES.
G. IN SEPTEMBER, 1993,IN A SAN DIEGO COUNTY STATE PARK,A 10-YEAR OLD GIRL WAS ATTACKED AND RECEIVED MINOR INJURIES.
H. ON APRIL 23,1994,A 40-YEAR OLD JOGGER,BARBARA SCHOENER,WAS ATTACKED AND KILLED BY A MOUNTAIN LION IN EL DORADO COUNTY.
FOUR LIONS WERE KILLED IN OR NEAR EL DORADO COUNTY IN A WEEK'S TIME FOLLOWING BARBARA SCHOENER'S DEATH. ONE WAS THE LION
THAT KILLED BARBARA;A SECOND WAS DEPREDATION,A THIRD WAS KILLED BY A CAR ON HIGHWAY 80;THE FOURTH WAS ILLEGALLY SHOT.
L IN AUGUST,1994,A FAMILY CAMPING IN MENDOCINO COUNTY WAS ATTACKED BY A RABID LION.
J. IN SEPTEMBER, 1994,A LION STALKING A HUNTER NEAR PORTERVI LLE WAS KILLED WITH A BOW AND ARROW.

• SANTA CRUZ ATTORNEY GEORGE SMITH WAS STALKED BY A LION WHILE JOGGING ON SANTA CRUZ CAMPUS;
• AFTER SIGHTINGS OF LIONS ON THE STANFORD CAMPUS,POLICE POSTED FLYERS WARNING PEOPLE TO BE CAREFUL AND ALERT, ..
• RANGERS POSTED WARNINGS IN FOOTHILL REGIONAL PARK NEAR WINDSOR;
• THE 8/6/94 S.F.CHRONICLE NOTED LION WARNINGS WERE POSTED IN SAN JOSE'S ALUM ROCK PARK
A ON DECEMBER 10, 1994, THE MOST RECENT KILLING, A 116 POUND MALE LION, ATTACKED AND KILLED A 56-YEAR OLD WOMAN HIKING IN
CUYAMACA RANCH STATE PARK. ON DECEMBER 12TH,THE WARDENS TREED AND SHOT THE LION. THE SUBSEQUENT AUTOPSY CONFIRMED
THAT THE MOUNTAIN LION WAS RESPONSIBLE FOR THE ATTACK.
WHEREAS, depredation permits in the State of California have increased from sixty-nine in 1983, to one hundred and
ninety-two in 1993, and many mountain lions are killed without depredation permits,and depredation permits are.not
adequately protecting the lives and property of the citizens of California;and
WHEREAS, the mountain lion has exceeded its natural carrying capacity of its habitat, hence its intrusion .into
populated areas, and since the depletion of the Inyo County deer herds can be directly attributed to the mountain lion;
and
WHEREAS, the continued unchecked population of mountain lions is a threat to both man and livestock.throughout
California.
NOW THEREFORE BE IT RESOLVED by the Board of Supervisors of the County of Inyo, that the California
Department of Fish &Game should be allowed to manage the number of mountain lions, as they do all other California
wildlife, so that the numbers are environmentally safe to the public, livestock and.other wildlife;
ALSO THEREFORE BE IT RESOLVED that the California State Legislature should put Proposition 17 on the
ballot for reconsideration in the March, 1996 election;
