SUBJECT: 1995 SUMMER RECREATION PROGRAM FUNDING REQUESTS
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE funding for four summer recreation programs and allocate funding from the Housing
Authority Conventional Housing and Section 8 budgets as recommended by the Advisory Housing Commission:
1. CAO 11005,EL PUEBLO,Pittsburg
Community Advocacy,Resource and Education Center,Inc.(C.A.R.E.)
$8,000.
2. CAO 11002,LOS MEDANOS,Bay Point
First Baptist Church Head Start
$8,000.
3. CA011008,LOS ARBOLES,Oakley
Camp Fire Boys and Girls Club
$8,000.
4. CAO 11010,BAYO VISTA,Rodeo
Bayo Vista Child&Family Center,Inc.
$8,000.
IL FINANCIAL IMPACT:
A total of$38,750 has been budgeted by the Housing Authority of the County of Contra Costa for
summer recreation programs during 1995. Funding sources for the summer recreation programs are: $26,750
from the Housing Authority's Section 8 budget and$12,000 from the Housing Authority's Conventional budget.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Housing Authority has solicited summer recreation program proposals in order to provide alternative
programs for youth in public housing developments during the summer months..

CA011005,EL PUEBLO,Pittsburg
1. Community Advocacy,Resource and Education Center,Inc. (C.A.R.E.) [formerly DAPP] is
requesting funding for an eight week summer recreation program from June 15 to August 11,which
would include three phases: 1. 10 youth,ages 11-17, from El Pueblo who would participate in
basketball,health related workshops and self-esteem building activities twice weekly;2. 75 children,
ages 6-12,who would participate in a recreation activities/summer day camp on site at El Pueblo;and, 3.
An El Pueblo Community Children's Multi-Cultural Art Fair displaying the children's work and offering
ethnic music and food would be held at the end of the program.
CA011002,LOS MEDANOS,Bay Point
1. The First Baptist Church Head Start is requesting funding to conduct a month long program
serving 30-40 children from 3 to 12 years of age. This program would,again,use the Lavonia Allen
Child Care Center located in the Los Medanos Housing Development,with enrollment priority given to
the residents,with outreach to the surrounding neighborhoods once the needs of the housing
development have been met. The program will run 5 hours each day,with an emphasis on awareness,
enhancement and growth in the social, language,physical and educational areas. Snack and lunch
would be provided.
CA011008,LOS ARBOLES,Oakley
1. Camp Fire Boys and Girls is requesting funding to conduct a summer program in the Los Arboles
housing development in Oakley,from either June 19 through July 14,or from June 19 through July 28,
depending on which option Camp Fire is offering is accepted by the Housing Authority. The program
would serve 25-30 youth ages 5 to 12. The first option,which would be for four weeks,offering a basic
program of twice weekly trips,cooking skills,crafts, songs,etc. This option would include an off-site
program during which the children of Los Arboles would be interacting with children from the Camp
Fire Delta Area Day Camp. The second option,which is a six week program,would offer the basic
program outlined above,but would not include the off-site program.
CA0I 1010,BAYO VISTA,Rodeo
1. Bayo Vista Child&Family Center, Inc. is requesting funding to conduct a six week summer
program,serving 40 children from 3 to 6 years of age. This program will operate 4 hours per day
creative arts and field trips.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the expenditure of funds from the Housing
Authority Section 8 and Conventional budgets to authorize the 1995 Summer Recreation Programs in El Pueblo,
Los Arboles and Bayo Vista,those areas will be deprived of programs which provide recreational,educational and
social activities to its participants.
