AUTHORIZE APPROVAL FOR OFFICE ON AGING TO NEGOTIATE AND EXECUTE
CONTRACTS FOR SENIOR COMMUNITY SERVICES EMPLOYMENT PROGRAM
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
AUTHORIZE Director, Office on Aging or his designee upon receipt of the
California Department of Aging Title V Standard Agreement for funding year,
1995-96, to conduct contract negotiations and EXECUTE contracts with the
following Title V Senior Employment Program host agencies for FY 1995-96.
These contracts are funded through federal funds under the Title V of the Older
Americans Act.

Local match for administration, enrollee wages and fringe benefits, and other enrollee
costs, will total $10,142. The grant match requirement will be met entirely by cash
wage and fringe benefits paid by Contractors. No County funds will be required.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Title V Senior Community Services Employment Program has been operated
through the County Office on Aging since 1977.
The Office on Aging previously submitted under separate cover a board order under
which the Board of Supervisors authorized the Director, Office on Aging to submit the
Title V Grant Application to the California Department of Aging for FY 1995-96. The
grant will generate $91,277 in Federal funds to provide part-time employment for 22 low
income persons age 55+. Five of the 16 slots will be filled by enrollees who will be
employed by the County Library.
