SUBJECT: Approve 1993/94 Highway Bridge Rehabilitation Repair (HBRR) Bridge Rail Upgrade
(Concord Avenue Bridge at Marsh Creek) in the Brentwood Area.
Project No. 0662-6R4248-94, CDD-CP # 95-18.
Specific Request(s) or Recommendation(s) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act
Class 1 c Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans
and specifications for construction.
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the
County Clerk for filing of the Notice of Exemption.
II. FINANCIAL IMPACT:
The estimated project cost is $19,000, funded by HBRR (88.5%) and Local Road Funds (11.5°/x).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed to upgrade timber bridge rails and timber approach railing.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because it consists of minor alterations of existing public facilities involving no expansion
of use per Section 15301 of CEQA Guidelines.

REPAIR BRIDGE RAIL UPGRADE (CONCORD AVENUE AT MARSH CREEK) County File #CP 95-18: The
Concord Avenue Bridge over Marsh Creek, built in 1958, has substandard timber bridge rails. The bridge
is eligible for a bridge rail replacement through the Highway Bridge Rehabilitation Repair program. The
project consists of replacing the existing timber rail with a 30-inch high concrete rail barrier and replacing
timber approach rail with metal beam guard rail. Subject project is located as follows: The proposed project
is located at the Concord Avenue crossing of Marsh Creek in the Brentwood area of east Contra Costa
County.
This project is exempt from CEOA as a:

Community Development staff has reviewed the attached project, CP 95- l2�to determine
if mandatory referral for General Plan Conformance, as required by Section 65402 of the
Government Code, is necessary.
The project needs no further mandatory referral clearance from County staff subject to the
following actions:
This project has been determined to be exempt from 65402 review.

accordance with the Board of Supervisors Resolution 81/522 because the
project involves a road alignment project of a minor nature.

The Contra Costa County Community Development Department has completed an initial study of the environmental
significance of the project represented by your pending application bearing County File Number CP 95-18(1993194
HBRR Bridge Rail Upgrade (Concord Avenue Bridge at Marsh Creekl). In conformance with Contra Costa County
Guidelines for implementing the California Environmental Quality Act of 1970(CEQA),it has been determined that
your project will not have a significant effect on the environment. Your project falls within the following category:
(✓) AN ENVIRONMENTAL IMPACT REPORT (EIR) IS NOT REQUIRED.
(✓) The project is categorically exempt (Class 1 c ).
{ ) The CEQA requirements are accommodated by the EIR previously prepared for
