HomeMy WebLinkAboutMINUTES - 06271995 - F1 .h THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June( 2_7,_ 1995 by the following vote: AYES: SUPERVISORS ROGERS, SMITH, DESAULNIER, TORLAKSON and BISHOP NOES: None ABSENT: None ABSTAIN: None Enabling Resolution Supporting ) 1993-1995 Salary Agreement ) With IAFF Local 1230 ) Resolution No. 95/301 1 . The Board on October 4, 1994 adopted Resolution 94/471 which confirmed agreement between the Contra Costa County Fire Protection. District and Firefighters IAFF Local 1230 on implementation of differentials for enhanced emergency medical response training within the 1993-1995 contract period; and 2. The Fire�District is committed to complete EMT I training for all personnel by September 1 , 1995 in compliance with Board Resolution 94/471 ; and 3. The EMT *I training is demanding intensive periods of instruction by licensed Paramedic instructors from the Moraga Fire Protection District and the District does not have sufficient qualified training staff available to both meet the need for instructors and maintain safe minimum on duty Paramedic staffing; and 4. The Contra Costa Fire Protection District does employ a number of personnel not classified as paramedics who personally possess Paramedic licensure and are legally qualified to conduct the EMT I training but who are not at a pay level reflecting on-the-job utilization of this professional licensure; and 5. The Fire District and Local 1230 having reached agreement and executed the attached April 19, 1995 Letter of Agreement extending a 10% hourly pay premium to unclassified Paramedics to conduct EMT I training only until all training is completed by September 30, 1995; 'and 6. The County Administrator having reviewed this Letter of Agreement and recommended its adoption; NOW THEREFORE: The Contra Costa County Board of Supervisors in its capacity as governing Board of the County of Contra Costa and all districts of which it is the -ex-officio governing Board RESOLVES THAT: Effective April 26, 1995, the attached Letter of Understanding with Local 1230 attached hereto and incorporated herein is adopted. CCC Fire Protection District June 27, 1_995 ATTESTED: P HELOR,Clerk of the Board and Coun m istrajor Contra Costa County Fire Protection District Fre Chief o6 ALLEN LITTLE April 19, 1995 Russ Greenlaw, President U.P.F.F. , Local 1230 112 Blue Ridge Drive Martinez, CA 94553 Dear Mr. Greenlaw: This Letter of Understanding between Contra Costa County Board of Supervisors, in its capacity as ex officio Governing Body of the Contra Costa, Moraga and Orinda Fire Protection Districts, and I .A.F.F. , Local 1230, reflects a negotiated agreement to implement the wage adjustment agreements reached on September 30, 1994 and adopted by the Board of Supervisors on October 4 , 1994 in Board Resolution No. 94/471 . 1 . The Fire Districts are committed to conducting EMT I training for all personnel by September 1, 1995 in compliance with Board Resolution No. 94/471 . 2 . 'This training will require intensive periods of instruction by licensed Paramedic instructors from the end of April through August. As of this date, the District does not have sufficient classified Paramedics available in the Moraga FPD to both meet the need for instructors and maintain safe minimum Paramedics staffing in the Moraga FPD. The CCCFPD does, however, employ a number of personnel who personally possess Paramedic licensure that are not classified as such by Merit System classification. These personnel are legally qualified to conduct the EMT1 training but are not at a pay level reflecting on-the-job utilization of this professional licensure. 3 . It is, therefore, agreed that a 10% hourly pay premium shall be extended to unclassified licensed Paramedics to conduct EMT1 training in accordance with Board Resolution No. 94/471 as follows : A. It shall be extended to incumbents of the classifications of Fire Captain, Senior Firefighter and Firefighter. B.
