SUBJECT: CENTRAL COUNTY HEAD START PROGRAM SERVICES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
A. ACCEPT notice of termination of Contract #HS/95-02 from Family Stress Center for Head
Start services effective July 31, 1995;
B. AUTHORIZE the Community Services Department to directly operate the Central County
Head Start program beginning with the 1995-96 program year;
C. AUTHORIZE the Community Services Director to offer employment opportunities to all
necessary Head Start staff currently operating the Central County program under Family
Stress Center's contract to provide for continuation of the program; and
D. APPROVE Department's Transition Plan for Operation of the Central County Head Start
Program, and AUTHORIZE the Community Services Department to submit the Transition
Plan to the U. S. Department of Health and Human Services Administration for Children and
Families.
II. FINANCIAL IMPACT:
No County funding is required. Funding for operation of this program is included in the Community
Services Department's Proposed Budget for Fiscal Year 1995-96. Funding is from the U. S.
Department of Health and Human Services Administration for Children and Families.

III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On May 18, 1995 the Grantee (Community Services Department) was formally notified by Family
Stress Center's Board of Directors that they will terminate their Head Start contract effective
June 30, 1995, prior to the start of the 1995-96 school year beginning in August of 1995.
Community Services Department is obligated to continue provision of all services to Head Start
eligible families and children. The Department, as a Central County Grantee Operated Program, will
directly operate the program and employ current Central County Head Start Program staff who are
necessary to the program beginning with the 1995-96 program year.

SUBJECT: Family Stress Center Employees Transition Plan and Cost Analysis
On June 20, 1995,the Community Services Department presented to the Board of
Supervisors a proposed action plan for the transfer of Head Start services in central
County from the Family Stress Center, who has opted to terminate their 1995 Head Start
Contract effective July 31, 1995.
Members of the Board voted unanimously to have the Community Services Department
permanently assume the Central County Head Start operations from Family Stress
Center, but only if a feasibility study conducted by CSD staff determined that available
Head Start funds were sufficient to permit the County to take over the program without
the use of County General fund dollars.
Our review indicated that the existing Family Stress Program operation could not be
assumed without a County General Fund contribution estimated to be $135,000,.due to
the following three factors:
(1) There are increased benefit costs while Family Stress Center provided staff a
choice of a modest medical and dental plan or an equally modest retirement plan,the
County provides both medical and retirement benefits.
(2) Family Stress Center's staffing pattern contains a number of position
classifications that either do not exist in the County system or duplicate existing County
positions.
(3) Family Stress Center employees are generally paid at a lower salary level and
work fewer hours compared to the West County Head Start employees.

In order to offset these added costs, the Department proposes the following actions
regarding the 45 Family Stress positions:
• Eliminate six administrative Family Stress positions. All six positions are either
vacant, or represent part time positions staffed by Family Stress employees who are
remaining with the Center.
• Absorb two Family Stress employees into vacant Grantee positions using County
Head Start funds.
• Transfer five of the existing 37 Head Start funded Family Stress Center Program
positions, this will allow the Program to achieve staffing pattern parity throughout the
Grantee Operated Programs. All five individuals will be offered employment
positions with the Department's Child Development and/or Head Start programs.
The above changes are more than sufficient to offset added costs and will permit the
County to take over the operations of the Center's 1995 Head Start program.
As with any new program,there remains a significant amount of transition work that
needs to take place between now and July 31, 1995. The components of the transition
plan with respect to the Department's Human Resources staff are attached.
It is anticipated that several "meet and confer" sessions between the County and Local 1
will be necessary.

Subject: Transition Plan for Operation of Central County HS Program
RECOMMENDATION: That the Board of Supervisors approve the following
transition plan for operation of the Central County Head Start Program.
JUSTIFICATION: On May 18, 1995 the Grantee was notified by Family Stress
Center's Board of Directors that they will terminate their Head Start contract on July 31,
1995. The Grantee is obligated to continue providing all services to Head Start eligible
families and children and will directly operate the Central County program beginning
with the 1995-96 program year.
TRANSITION PLAN (From Family Stress to Grantee):.
1. Confer with Family Stress Head Start Program Director to determine needed
staffing pattern for continuation of Central County Grantee Operated Program. Offer
employment opportunities,pending Board of Supervisors approval, with Contra Costa
County to all current Family Stress Head Start staff necessary to provide quality services.
Interview with Policy Council Member all current Family Stress Staff to determine
interest in working with the County, and seek approval to hire from the Policy Council at
their July meeting. Provide staff with orientation into the county system. Establish a
transition team of Family Stress staff and Grantee staff to develop implementation
processes.
2. Direct Family Stress Head Start Program Director to provide complete inventory
of Head Start equipment and supplies currently at Family Stress Administration offices
and classrooms. Grantee staff will conduct an on-site visit to all centers to document
supplies and equipment. Request General Services Department to move all Head Start
equipment and supplies located at Family Stress Administration Offices, 2086 Commerce
Avenue to the Grantee Office at 2425 Bisso Lane#120, Concord.

3. Direct Community Services Facilities Specialist, Jerry Bechtold,to conduct a
walk through of Lavornia Allen, Cambridge and George Miller centers to identify and
correct existing health and safety issues.
4. Direct Jerry Bechtold and Marie Poe to immediately initiate State Licensing
processes to change the licenses to operate Head Start facilities from Family Stress
Center to Contra Costa County.
5. Direct Claire Maxwell, Program Manager Child Nutrition Division to review
existing food service contracts between Family Stress, First Baptist Church and Mt.
Diablo Unified School District to determine advisability of maintaining the contracts by
the County or directly providing food services.
6. Head Start Policy Council by-laws must be revised to accommodate parents from
all Grantee Operated Programs.
7. Direct the Administrative Services Officer and Head Start Accountant to conduct
with appropriate CPA assistance final close-out of accounting records of Family Stress
Center's Head Start Program and recapture all unspent Head Start funds back into the
County system.
8. Request the Board of Supervisors' approval of the termination of Family Stress
Center's contract and submit copy of Board Order which includes Transition Plans to the
Regional ACF Office.
9. Request General Services Department to review current leases held by Family
Stress Center and enter into new leases with the Mt. Diablo Unified School District for
Cambridge Center and with the County Housing Authority for the Lavornia Allen Center
for operation of the Central County Operated Head Start Program. The George Miller
Center is a County owned facility and requires an agreement between General Services
and Community Services.
