RECONSTITUTING THE HOUSING AND COMMUNITY DEVELOPMENT ADVISORY
BOARD
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. SUNSET the existing Housing and Community Development Advisory Committee
effective June 30, 1995.
2. DIRECT the Community Development Director, on behalf of the Board of
Supervisors, to thank the members of the Housing and Community
Development Advisory Committee for their service on the Committee in
promoting the CDBG program goals of viable communities, suitable living
conditions, and expanding economic opportunities.
3. ESTABLISH a new Economic Development Committee effective September 1,
1995, consisting of nine individuals, as follows:
One labor representative
Two education representatives
Two small business representatives
One special district/utility representative
One banking/finance representative
One job training representative
One community-based organization representative
4. CHARGE the Economic Development Committee with working with the
Community Development Department staff to develop recommendations to the
Board of Supervisors on the use of Community Development Block Grant
(CDBG) funds for economic development and to act as a policy advisory body
to the Board of Supervisors on related economic development matters.

5. DIRECT the Community Development Director to solicit nominations for the
various seats on the Economic Development Committee and return to the
Internal Operations Committee with recommendations for appointment to the
Committee or for a process for selecting members for the Committee.
Appointees should have an expressed interest and/or background in economic
development and reflect diversity with respect to ethnicity, gender and
geographic balance.
6. ESTABLISH a new Affordable Housing Finance Committee effective after the
conclusion of funding for the 1995 fiscal year HOME program, consisting of
nine individuals, as follows:
The six current members of the HOME Technical Review Committee.
Three community representatives, to be screened and nominated by the
Internal Operations Committee.
7. CHARGE the Affordable Housing Finance Committee with working with the
Community Development Department staff to develop recommendations to the
Board of Supervisors concerning the allocation of housing funds among
eligible affordable housing programs and projects, including HOME Investment
Partnership Act (HOME), Community Development Block Grant (CDBG), and
future HUD affordable housing and County Trust Fund revenues among
eligible affordable housing programs and projects.
8. DIRECT the Community Development Director to solicit nominations for the
three community representative seats on the Affordable Housing Finance
Committee and return to the Internal Operations Committee with
recommendations for appointment to the Committee or for a process for
selecting members for the Committee.
9. MAKE no change in the role and responsibility of the Housing Rehabilitation
Loan and Grant Review Panel for the reasons indicated.
10. DIRECT the Clerk of the Board to post for the new seats on the Economic
Development Committee and Affordable Housing Finance Committee.
BACKGROUND:
On May 9, 1995, the Board of Supervisors approved recommendations from our
Committee which included several staff reports which were to be made back to our
Committee. On June 19, 1995, our Committee met with Jim Kennedy, Belinda Smith
and Kathleen Hamm from the Community Development Department. Mr. Kennedy and
Ms. Smith reviewed the attached report with us. We are in agreement with all of the
staff recommendations except as follows:
We have reduced the number of community representatives on the Affordable
Housing Finance Committee from five to three in order to keep the size of the
Committee down.
We have dropped the word Advisory from the proposed title of the Economic
Development Committee.
With these minor changes we endorse staff's recommendations as outlined above
consistent with the attached staff report.

SUBJECT: Hpusing Economic Development Advisory Boards
I. BACKGROUND
On May 9, 1995 the Board of Supervisors considered a report from this Committee
regarding housing related advisory boards. The Board agreed in concept to restructuring
the citizen advisory Committee for the Community Development Block Grant Program
(CDBG) and requested that the Community Development Department prepare a report and
recommendations on the following items to be considered by the Internal Operations
Committee.
A. Determine whether an existing advisory board could absorb the economic
development aspect of the Housing and Community Development Advisory
Committee.
B. Recommendations on the size composition and method of selecting the
members of the Affordable Housing Finance Advisory Committee.
C. Evaluation of the Housing and Rehabilitation Loan and Grant Review panel.
The Board of Supervisors also referred to the Family and Human Services Committee the
matter of restructuring the CDBG Public Service committee structure. A copy of the
Board order is included as Appendix A.
II. Economic Development Advisory Structure
There are two existing economic development related advisory committees listed
in the Maddy Book. They are the Private Industry Council of Contra Costa County
(PIC) and the ContraCostaWORKS Advisory Council. The PIC 's function is to
oversee the County Job Training Partnership Act programs. The PIC has been and
is currently receiving CDBG funds. Due to their primary mission being job training
and their status as a CDBG sub-recipient, the PIC would not be an appropriate
committee to assume the economic development advisory functions. The
ContraCostaWORKS Advisory Council was sunseted by the Board of Supervisors
on February 14, 1995.
HUD has continued to stress the importance of economic development to all
entitlement jurisdictions. This is consistent with the "reinvention" of HUD. It
appears that CDBG funds will be consolidated into a Community Opportunity Fund.
Performance measures for economic development have been incorporated into
the Community Opportunity Fund.
STAFF IS RECOMMENDING that a new economic development advisory
committee be established to assume the responsibility for economic development
activities within the County. Appointees should have an expressed interest and/or
background in economic development, and reflect diversity with respect to
enthnicity, gender, and geographic balance.
Membership - Nine members, including representative from the following groups:
Labor
Education (primary/secondary and higher) (2)
Small business (2)
Special Districts/Utilities
Banking/Finance
Job Training
Community Based Organizations
Function - to work with the Community Development Department to develop
recommendations for the Board of Supervisors on the use of CDBG funds for
economic development. The Committee could also act as a policy advisory body
to the Board on related economic development matters.
III. Affordable Housing Finance Committee
The Board of Supervisors agreed to the concept of creating an Affordable Housing
Finance Committee (AHFC) which would assume responsibility for the housing
finance elements of the CDBG program, plus the HOME program, and the future
Housing Trust Fund . Staff was requested to provide recommendations regarding
committee size, composition, and method for members.
The AHFC should be structured to reflect a blend of technical expertise in
affordable housing development with community representation. Additional
considerations in,structuring the AHFC include Federal regulatory requirements,
and existing cooperation agreements between the County and the Cities. For the
HOME program the agreement, with Antioch, Pittsburg, Concord, and Walnut
Creek (the "consortium" members) stipulates that the Consortium Members must
agree to the revised Committee structure for HOME. Future creation of a County
Affordable Housing Trust Fund may require re-evaluation of any AHFC structure.
With respect to committee size and composition STAFF IS RECOMMENDING an
eleven member Affordable Housing Finance Committee composed of the current
six members of the HOME Technical Review Committee supplemented by five
community representatives. Operationally, this structure would be achieved by
using the following process for appointment:
i. Six members with expertise in affordable housing development and
related areas (e.g., non-profit/for-profit housing development, housing
finance, real estate, construction, labor, local government housing
agencies). Members must reside or work in Contra Costa County. Three
members to be nominated by City Managers, including one each by cities in
East, Central, and West County. Remaining three at-large members to be
nominated by County. (Note that this structure is consistent with the current
composition of the HOME Technical Review Committee (HTRC) as specified
in the County's Consortium Agreements with member cities (Antioch,
Concord, Pittsburg, and Walnut Creek). HTRC has been in existence for
one year and has functioned effectively and efficiently, providing the Board
of Supervisors with recommendations concerning the allocation of $2.2
million in Consortium HOME funds.)
ii. Five community representatives, including one representative from each
Supervisorial District. Selection criteria should include residence or
employment in Contra Costa and an interest in and knowledge of affordable
housing issues and needs in the County. Community representatives could
include a mix of interest groups, such as affordable housing advocates,
seniors and disabled housing.
iii. Additional considerations concerning AHFC structure include balance
with respect to ethnicity, gender and overall geographic representation.
In order to achieve the desired balance in overall representation, STAFF IS
RECOMMENDING that all City and County nominations be coordinated through
the Community Development Department with recommendations for AHFC
members provided to the Board of Supervisors for approval.
With respect to Affordable Housing Finance Advisory Committee purpose STAFF
IS RECOMMENDING the following:
AHFC will work with the Community Development Department to develop
recommendations for the Board of Supervisors concerning the allocation of
housing funds among eligible affordable housing programs and projects,
including HOME Investment Partnership Act (HOME), Community
Development Block Grant (CDBG), and future HUD affordable housing and
County Trust Fund revenues among eligible affordable housing programs
and projects.
IV. Housing Rehabilitation Loan and Grant Review Board
The Housing Rehabilitation Loan and Grant Review Board serves as a "loan
committee" to review individual applications for single family housing rehabilitation
financial assistance. The nature of the committee is quite focused and effective
in its review and approval of loans. The Building Inspection Department has
requested that no change in the Review Board structure be implemented.
STAFF IS RECOMMENDING no change in the role and structure of the Housing
Rehabilitation Loan and Grant Review Board.
V. Other Recommendations
To accomplish the foregoing, these additional actions are recommended:
• Sunset the existing Housing and Community Development Advisory
Committee after their June 21, 1995 meeting.
• Commend the members of the Housing and Community Development
Advisory Committee for their service in promoting the CDBG program goals
of viable communities, suitable living conditions, and expanding economic
opportunities.
• Direct the Clerk of the Board to post for membership on the Economic
Development Advisory Committee
• Direct the Clerk of the Board to post for additional members to the
Affordable Housing Finance Advisory Committee.
The new Economic Development Advisory Committee would begin on September 1, 1995.
New members of the AHFC would begin after the conclusion of funding for the FY 95
HOME program.

RECOMMENDATIONS:
1. MAKE no change in the role, responsibility, structure or
membership of the Mobile Home Advisory Committee in view of
the ongoing meetings which the Internal Operations Committee
is holding on the subject of a possible mobile home rent
control ordinance or rent accord and the Board of Supervisors'
existing direction to separately consider the role,
responsibilities and structure of the Mobile Home Advisory
Committee.
2. MAKE no change in the role, responsibility, structure or
membership of the Homeless Advisory Committee in view of the
ongoing meetings which the Family and Human Services Committee
is holding on the subject of a comprehensive plan for
addressing the needs of the homeless in this County and the
meetings which are being held with the Homeless Advisory
Committee.
3. MAKE no change in the role, responsibility, structure or
membership of the Advisory Housing Commission in view of its
relatively unique role with the Housing Authority and the
County's "landlord" function.
4. DIRECT staff to determine whether there is an appropriate
existing advisory board, committee or commission which could
absorb the economic development aspects of the existing
Housing and Community Development Advisory Committee rather
than creating a separate advisory committee for this purpose
and report back to the Internal Operations Committee on their
conclusions and recommendations.

5. Direct staff to evaluate the feasibility and appropriateness
of assigning the role of the Housing Rehabilitation Loan and
Grant Review Panel to another advisory body and return to the
Internal Operations Committee with their findings and
recommendations.
6. REFER to the Family and Human Services Committee the question
of where within the family and human services committees,
whose structure that Committee is presently studying, the
recommended allocation of the "Public Service" portion of the
Housing and Community Development Block Grant might most
appropriately be assigned.
7. AGREE in concept that it is appropriate to restructure the
existing Housing and Community Development Advisory Committee
into a new Affordable Housing Finance Advisory Committee, with
the "economic development" and "public service" portions -of
the existing CDBG Block Grant being allocated as is provided
for in Recommendations # 4 and # 5 above and with the existing
"open" portion of the CDBG Block Grant being delegated to
staff of the Community Development Department to recommend to
the Board of Supervisors.
8. AGREE in concept that it is appropriate to create an
Affordable Housing Finance Advisory Committee which would
assume responsibility for the "housing finance" functions of
the existing Housing and Community Development .Advisory
Committee, plus the functions of the HOME Technical Review
Committee and the Housing Trust Fund Advisory Committee and
request that staff return to our Committee with the details of
the recommended size , composition and method of selecting the
members of the Committee.
9. DIRECT Community Development Department staff to prepare
recommended implementation steps for the Internal Operations
Committee's further consideration with the intent to complete
the conversion to a new structure by September 1, 1995.
BACKGROUND:
On July 12, 1994, the Board of Supervisors adopted Resolution
94/356 which, among other things, referred to the 1994 Internal
Operations Committee a group of six advisory boards, committees and
commissions in the "housing" area for the purpose of reviewing the
"existence, role, responsibilities, composition, and relationship
of each of these advisory boards, committees and commissions to
each other, with a view to forming a single housing body with the
other groups serving as subcommittees of the overall body."
The 1994 Internal Operations Committee was unable to address this
issue during 1994. On December 20, 1994, this issue was referred
to the 1995 Internal Operations Committee.
On May 1, 1995, our Committee met with staff from the Community
Development Department. The Deputy Redevelopment Director, Jim
Kennedy, shared the attached report with our Committee and reviewed
it with us. We agree with staff's recommendations regarding the
Mobile Home Advisory Committee, Homeless Advisory Committee and
Advisory Housing Commission for the reasons stated in the above
recommendations.
Rather than agreeing at this time to create a new Economic
Development Advisory Committee, we would like staff to take another
look at our existing complex of advisory committees to determine
whether an existing advisory committee could assume the "economic
development" functions of the Housing and Community Development
Advisory Committee, as well as the role of the Housing
Rehabilitation Loan and Grant Review Panel. We are asking staff to
review this portion of their recommendations again and return to
our Committee with further information on this subject.

We are in agreement in concept with the need to create a new
Affordable Housing Finance Advisory Committee to assume the
"housing finance" responsibilities of the existing Housing and
Community Development Advisory Committee, plus the functions of the
existing HOME Technical Review Committee and Housing Trust Fund
Advisory Committee. We are asking staff to outline a series of
implementation steps which would allow the reorganization of these
housing-related advisory bodies into the new proposed structure
between now and September 1, 1995. We will return additional
recommendations to the Board of Supervisors as we continue to work
through the details of these implementation steps.
