Dear Ms. Bishop:
Thank you for your recent letter in which you requested that
the California Environmental Protection Agency (Cal/EPA) oppose
the completion of the San Luis Drain.
As you know, the Water Board is responsible for considering
a discharge permit for this facility. While this matter is under
regulatory review, it is not appropriate for either the Cal/EPA
as a whole, or the Board in particular, to take a position until
the details of the completion of the drain have been developed
and until all evidence and testimony have been considered in a
public forum.
If the U. S. Bureau of Reclamation proceeds with an
application for a permit for this facility, the Board will
provide the forum for all sides to be heard. I have asked the
Board to notify you if and when that occurs.
