This committee meets in Walnut Creek on the second Tuesday evening of each month. The members act as liaison between their county residents and the County Connection Board of Directors and staff.We would appreciate this matter being brought to the attention of the Board of Supervisors along with a request that they appoint a new Contra Costa County representative to the Citizens Advisory Committee. Act as representatives of, and conduits for, fixed-route transit passengers and the community- at-large to the CCCTA Board with respect to fixed route and commuter transit marketing, planning, operations, scheduling, administration, finance, and legislation. 2. Identify specific transportation needs of various market segments as they relate to fixed route operations with emphasis on commuter transportation. Make recommendations regarding rout- ing, scheduling, and other service improvements. Coordinate with Accessible Services Committee on all matters concerning paratransit services and elderly/disabled customers, as well as flex-van commute service. 3. Consider and make recommendations regarding basic policy issues referred to the C.A.C. by the Board. 4. Review and make recommendations regarding the CCCTA Ten-Year Short Range Transit Plan. 5. Assess and make recommendations for capital expenditures for new buses, equipment, and facilities through annual budget review and evaluation. 6. Make recommendations for marketing programs to increase ridership and productivity. The CCCTA Citizens' Advisory Committee is further charged with the, responsibility of acting as DISSEMINATORS of information to the communities in the following respects: 1. Ensure that communities, neighborhoods, organizations, and individuals receive information about impending public meetings, public hearings, and various project or system plan reviews. 2. Encourage the use and support of public transportation. 3. Assist in the education of the public about the County Connection, to improve overall ridership and community support, by speaking before community organizations and with Board approval, by publicizing actions taken by the CCCTA in the media. 4. Appear at, present approved testimony, and encourage others to attend public hearings. Actions to implement Charge To implement the above charges, the C.A.C. will: . t l� Other Special Conditions The Citizens' Advisory Committee will meet on a regular basis. However, if the Committee wishes to have special meetings, this may be accomplished by requesting such a meeting from the CCCTA Manager of Marketing. The Citizens' Advisory Committee will hold up to two (2) special joint meetings with the Accessible Services Committee annually. The Citizens' Advisory Committee will elect all officers who will serve one-year terms and accompl- ish all Committee business, with assistance from CCCTA staff. The C.A.C. will report directly to the CCCTA Board of Directors at regularly scheduled meetings and/or by submission of written reports. The CCCTA Board of Directors will meet with the full C.A.C. at least once a year, possibly in conjunction with The Accessible Services Committee. The Manager.of Marketing will serve as staff liaison to the C.A.C. Members of the C.A.C. shall serve without compensation or reimbursement of expenses. The C.A.C. is an advisory committee to the CCCTA Board of Directors. Unless authorized by the CCCTA Board of Directors, neither the Citizens' Advisory Committee nor its members are author- ized to represent the CCCTA in policy areas or decisions. 3
