Dear Supervisor Bishop:
'As you probably already know, Governor Wilson recently revised his proposed State budget
for the next fiscal year. As part of that revision he has requested that BCDC be provided with full
funding to operate throughout the entire fiscal year. In doing so, the Governor has dropped his
proposal to eliminate BCDC at the end of 1995.
In announcing the Governor's budget revision,Resources Secretary Douglas P. Wheeler said,
"After hearing from scores of:Bay Area residents and involved parties,it is clear to all that BCDC
has a continuing role in protecting San Francisco Bay and in ensuring public access to its waters."
On behalf of the Commission, our staff, and everyone who loves San Francisco Bay, I want to
thank you for your support for BCDC, which was obviously significant to Governor Wilson.
Over the next few months,we will be developing a plan for streamlining our permitting
process and eliminating some of the overlap with other Bay regulatory programs. In developing
this plan,we will rely heavily on the recommendations being formulated by Save San Francisco
Bay Association and theBayPlanning Coalition as part of their joint review of the Commission's
program.We will be holding public hearings this summer as part of this effort. I hope you will be
able to find time to provide us with your ideas as we develop our plan.
