RECOMMENDED ACTION: APPROVE funding for three summer recreation programs and allocate funding from the Housing Authority Section 8 Reserves,as recommended by the Advisory Housing Commission: 1. CAO 11005,EL PUEBLO,Pittsburg Pre-School Coordinating Council,Inc. $8,000.00 2. CAO 11005,EL PUEBLO,Pittsburg. East County Boys&Girls Club $8,000.00 3. CA011006,LAS DELTAS,North Richmond Neighborhood House of North Richmond $8,000.00 II. FINANCIAL IMPACT: Of the original$38,750 budgeted from the Conventional Budget and the Section 8 Budget for summer programs,$6,750 remains. On June 6, 1995,$32,000.00 was allocated to four summer recreation programs at $8,000 each. Funding these three proposals at$8,000 each will result in$17,250 over budget. This overage will be funded through the Section 8 Reserves. III. REASONS FOR RECOMMENDATIONBACKGROUND The Housing Authority has received three additional summer recreation program proposals totaling $27,225. The Budget Committee and the Policy& Strategy Committee of the Advisory Housing Commission have reviewed these programs and recommend the following: CAO 11005,EL PUEBLO,Pittsburg 1. This program will provide educational activities which include social and emotional growth,language and arts activities,physical development and cognitive skills. Additionally, the program will reflect parent involvement,training, information and referral. 2. The East County Boys and Girls Club is requesting$9,225 in funding for the youth of El Pueblo. This program would include transportation to the Boys&Girls Club;activities that would promote social/emotional growth;recreational activities to develop physical health and promote mental health and higher self-esteem;and,counseling to provide adequate alternatives in dealing with life's crisis. CA011006,LAS DELTAS,North Richmond 1. Neighborhood House of North Richmond is requesting$10,000 in funding for the youth of Las Deltas. This summer recreation program would include reading groups,creative writing sessions, computer literacy and family math,specialty courses and reaction,field trips and arts/crafts sessions. The goal of these sessions would be to continue the learning cycle throughout the summer months, improve academic achievement,make learning exciting,increase the literacy rates among public housing students and promote parental involvement in the students education process. At its Regular Meeting on Monday,June 19, 1995,the Advisory Housing Commission voted to accept the recommendation of its Policy& Strategy Committee and fund the three proposed recreation programs sponsored by the Pre-School Coordinating Council,Inc.;the East County Boys and Girls Club;and the Neighborhood House of North Richmond at$8,000 each,and to forward this recommendation to the Board of Commissioners for review and approval. IV. As you can see in our revised budget the personnel portion and number of field trips have been reduced. The $8 , 000 budget will serve .24 children', 3 to 6 years of age. The educational opportunities will include a Family Literacy approach to school .readiness. Parents will be invited to partake in their children's learning activities through classroom participation and by individualized family instruction in home learning activities. The families and children will have the added advantage of being able to receive computer training from the on- site Computer Specialist. The children will receive two meals and one snack during their six hour stay at the Center and the added feature of being able to .receive any counseling necessary and/or physical exams in .order to be ready for kindergarten. We appreciate the opportunity to serve the children of the E1 Pueblo Housing Development, affording their children the chance for an even start. All children enrolled will be served breakfast, lunch and an afternoon supplement and go on four (4) field trips. The program will operate between the hours of 7 : 30 a.m. to 1: 30 p.m. .for a period, not to exceed six. Community support systems are needed to supplement the care and motivation . levels of these children. A Summer Day Camp program must include academic achievement and promote positive behavior through violence violence prevention and school readiness . It is our hope. that once these. students return to school after Summer Vacation, they are prepared to learn. POPULATION SERVED: Our target population is school aged children residing. in North Richmond (Las Deltas -Housing Development) and the .greater North Richmond community. DESCRIPTION APPROACH: We propose to provide a community support. program that secures a Summer Day Camp, concept which includes academics . as well as recreational and cultura-1 activities while providing a safe and secure place for youth to. come during the long; days of summer . Program hours and description: BEGINNING .JUNE 26, 199.5 - AUGUST 25, 1995 MONDAY .THRU FRIDAY , 9:00 A.M. - 11: 45 A.M. READING GROUPS There are two reading group sessions . One at 9 :00 a.m. until 10 : 00 a.m. and 10 : 45 a.m._ until 11 : 45 a.m. The reading group will keep students sharp and they will perform better in reading when they return to their respective classroom settings after the summer . Reading includes phonics as well as. culturally sensitive stories to enhance reading interest and self-esteem. FREE LUNCH IS SERVED DAILY 11: 45 A.M. TO 12 :45 P.M. 1:00 P.M. - 2 :00 P.M. WRITING GROUPS Creative Writing session allows at-risk youth to express their ,hidden feelings in a constructive manner. Many of these students have experienced death, homocides, grief , neglect and feelings of isolation- they they never get a chance to talk about . Through this creative approach, poetry, plays, and role moddellin.g. wil-1 enable this . hidden information to come forth out in the open through LAURA HUNTER EDUCATION_ CENTER . SUMMER PROGRAM - NORTH RICHMOND PAGE 2 2:00 P.M. - 4:30 P.M. COMPUTER LITERACY/FAMILY MATH The Laura Hunter, Education Center has a state-of-the-art . computer labortory that consist of nine computers . Through appropriate sofeware for each- student, learning math becomes fun and enjoyable. Students will have mathematics application and number games offer to them in this curriculum. We strive- to take the fear out of . numbers through .games and the family math program curriculum. Thursday is the day .for workshops . Specialty courses ; such as Girls Assertiveness Training, Red- Cross and Health Education are scheduled to assist in these series . Fridays are recreation; field trips and arts/crafts sessions . Staff always try and plan meaningful outings . Many of these children have not left North Richmond since last Summer. GOALS & OBJECTIVES: 1 . To keep a continual learning cycle throughout the Summer months . 2 . To improve academic achievement ., 3.. To make learning exciting. 4 . To increase the literacy rates among public housing students . 5 . To promote parental involvement in the students education process 6 . To provide a safe place for children of North Richmond during the Summer that keeps them off the streets . CONCLUSION: ' The Neighborhood House .of North Richmond Laura Hunter Education Center proposes to. the County Housing Authority to continue the services rendered to public housing tenants. in North Richmond in conjunction with Project Pride staff to provide collaborative activities to the youth. of North Richmond. This .partnership is very important . It enables additional resources and better quality of service. approach to families . We want to prepare youth for the world "-of education while including recreation, arts/crafts , writing, math and field trips. We are in need .of this Summer .Camp.
