(dba American Medical Response) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Health Services Director to execute on behalf of the County, Contract Amendment Agreement #23-024-13, effective June 1, 1995, to amend Ambulance Service Agreement #23-024- 11 (as amended by Contract Amendment #23-024-12) with Regional Ambulance, Inc. (dba American Medical Response) , for provision of emergency ambulance services in County' s Emergency Response Areas 1; 2, and 5. II. FINANCIAL IMPACT: There is no County General Fund impact. Subsidy payments are funded under CSA EM-1 (Measure H) and are not being increased under this Amendment Agreement. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On October 11, 1994, the Board of Supervisors authorized the Health Services Director to execute a one-year extension (effective January 2., 1995 through January 2 , 1996, with an automatic extension through May 2, 1996) of Ambulance Service Agreement #23-024-11 with Regional Ambulance, Inc. (dba American Medical Response) , to provide emergency ambulance services for the County in Emergency Response Areas 1, 2, and 5. The Ambulance Service Agreement between the County and the Contractor sets forth a schedule of maximum patient charges. . This schedule includes "base rate" charges applicable to all ambulance calls and a "night charge" which is added to the base rate for ambulance calls provided between the hours of 7 pm and 7 am. The "night charge" has been a customary charge approved by third party payors. However, beginning April 1, 1995, the Federal Health Care Financing Administration revised the coding system for ground ambulance services. The new codes do not provide for a "night charge" . Approval of Contract Amendment Agreement #23-024-13 will establish a new rate schedule which eliminates the night charge and increases the base rate charges proportionately.
