RECOMMENDATION Authorize Contra Costa Health Services Director, or his designee, to submit a proposal due June 30, 1995, to the Robert Wood Johnson Foundation for a grant of $125,000 to develop and implement a Volunteer Service Credit Program within the Contra Costa Health Plan Social HMO Program. II. FINANCIAL IMPACT This grant would require matching funds over a 36 month period of in-kind services (computer, office space, etc.) that would be covered within existing Contra Costa Health Plan resources. III. BACKGROUND/REASON FOR RECOMMENDATION The Contra Costa Health Plan.recently received a grant from the Health Care Financing Administration (HCFA) for development of a Social HMO Demonstration Project. The project will allow the Health Plan to offer a more comprehensive continuum of geriatric services to its elderly population. The development of this project is underway. Because of the Health Plan's track record of targeting vulnerable populations, such as the elderly, the Robert Wood Johnson Foundation has expressed interest in the Health Plan applying for a $125,000 grant which will fund the development of a Volunteer Service Credit Bank Program. This is a proposed program that allows individuals to volunteer their time to provide in-home services such as transportation, light housekeeping, child care, telephone visits, etc., to the elderly and disabled, and receive credits which can be reimbursed by like services hour for hour. Contra Costa Health Plan would design a Volunteer Service Credit Program in which members of its Social HMO would be able to volunteer their time, keeping them active and involved in their community, and receive services in return. It would also allow for community high schools, the National Charity League, and the many other volunteer programs throughout the county to volunteer time through services as donations to be used by the Social HMO members. Due to the short time frame available to prepare the application, we are requesting that the Contra Costa Health Services Director, or his designee, be authorized to submit this proposal. While there is a requirement for matching funds, the Health Plan will provide in kind services (equipment, office space, some personnel) necessary to fulfill the requirement within its current resources.
