For the latter organizations, terms and conditions of employment for temporaries are included in the general contract negotiations for all employees and any modifications to wages, hours or working conditions affecting temporaries will be included in a special section of the MOU. Local One has traditionally negotiated issues affecting temporaries separate from general negotiations and any agreements reached are maintained in separate Letters of Understanding. To date, there are only two such letters, dated May 7, 1987 and July 18, 1990. In meet and confer sessions on temporaries with Local One in 1995, only one concession has been agreeable to the County. The attached Letter of Understanding grants time-and-one-half overtime for Institutional Services Aides and Workers and Custodians who are assigned to work on a legal holiday in one of the Probation Departments 24-hour institutions. These employees have traditionally received straight time pay for such work and were difficult to schedule; this has resulted in the involuntary assignment of a permanent employee (with higher benefit costs) to work overtime on holidays. The premium overtime rate for holiday work at the Juvenile Hall and Boys Ranch has been in effect for Local One's temporary Group Counsellors since 1990. Box 222 Martinez, California 94553 RE: LETTER OF UNDERSTANDING ON TEMPORARY EMPLOYEES Dear Henry: This Letter of Understanding between Contra Costa County and Contra Costa County Employees Association, Local No. One reflects the negotiated agreement reached between the parties regarding temporary employees represented by Local One. This letter supplements the Side Letters of May 7, 1987 and duly 18, 1990 which memorialize other terms and conditions of employment for temporaries and will be jointly recommended by the parties to the Board of Supervisors for approval. 1 . Effective the first day of the month following adoption of this Letter of Understanding, temporary employees in the classes of Institutional Services Aide, Institutional Services Worker, Custodian I and Custodian If who are employed by the Probation Department in a 24-hour institution shall be compensated at the rate of 1 and % times regular hourly rate (time and one-half) for all hours worked on a regularly scheduled holiday, provided that the employee has completed at least 2080 hours service.
