BACKGROUND: The state has previously had no role in the administration of health, dental, vision and life insurance benefits for municipal court judges because those payroll services and benefits have been provided by county government. Assembly Bill 2544 (Isenberg - Chapter 308, Statutes of 1994) and Assembly Bill 1084 (Isenberg - Chapter 389, Statutes of 1994), effective July and August, 1994, requires that each sitting and retired municipal court judge be provided the same health, dental and vision benefits as the state provides to each superior court judge and transfers to the Administrative Office of the Courts (AOC) the responsibility for administering the system to provide these benefits. As a result of these changes, effective August 1, 1995, the Public Employees Retirement System (PERS) and the Judges' Retirement System will enroll active municipal court judges in the state health and dental benefit plans and corresponding County provided benefits will be cancelled. County Municipal Court Administration will assume the coordinating role for judges benefits administration, previously performed by the County Personnel Department. A cost analysis revealed no additional County costs as a result of the new benefits configuration.
