FISCAL IMPACT
The Tri Valley Transportation Plan/Action Plan, when adopted, will
establish additional requirements for the County to satisfy in
order to receive its share of the Measure C-1988 return to source
funds, which amount to $1.4 million annually.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Millie Greenberg, the Chair of the Tri Valley Transportation
Council, transmitted a letter on behalf of the Council, dated June
6, 1995 (see Exhibit A) . This letter explains that at the May 24
meeting on the Council, County staff indicated that an alternative
to the Board' s April 11 action, Resolution 95-156 adopting the
Plan, would be for the Board to consider adopting the Action Plan
with the exception of those locations where violations of Traffic
Service Objectives are projected to occur and where no consensus

exists for actions to correct these violations. The Council requests that the
Board formalize and ratify this proposal by adopting the Action Plan with the
very specific exceptions noted in this letter. The Council will meet again on
June 28, 1995 and will agendize this issue if requested by the Board.
Please be aware that the Southwest -Area Transportation Committee (SWAT)
discussed this issue at their June 5 meeting and informally encouraged the
parties to resolve their differences and adopt a Tri Valley Transportation
Plan/Action Plan prior to the Contra Costa Transportation Authority' s July 19
meeting when they consider the Countywide Comprehensive Transportation Plan.
SWAT Committee members indicated their willingness to schedule a special meeting
if necessary to facilitate inclusion of the Tri Valley Transportation
Plan/Action Plan in the countywide plan.

As you know, at its April 11 meeting the County Board reviewed the TVTP/AP,
Lkamm•CA and offered extensive and substantive revisions to the Proposal for Adoption. Many

00443-mb of these revisions were (and remain) inconsistent with the provisions of the
TVTP/AP as adopted unanimously by the other six Tri-Valley jurisdictions. Of
U mma watt*, particular concern was the County's effective deletion of Transportation Service
�It mi CA Objectives (TSOs) on many Routes of Regional Significance. In the view of the
M Za4W other TVTC members, this revision essentially gutted the growth management
sai provisions of the TVTP/AP, and negated our consensus on the appropriate TSOs
for Regional Routes. However, in subsequent discussions, Supervisor Smith
reiterated that the County did not object-to the TSO of level-of-service "D" as a
standard for Tri-Valley Regional Routes. In a meeting at the Contra Costa
Transportation Authority offices, Supervisor Smith clarified the County's position
as being unable to support the adoption of a TVTP/AP which included TSO
violations at locations where no consensus exists on possible solutions.

At the May 24 TVTC meeting, Mr. Pulon indicated that he had been directed by
the Board's Transportation Committee to forward a proposal (as yet unofficial) to
adopt the TVTP/AP as presented in the Proposal for.Adoption with the exception
of those 11 intersections where TSO violations are projected to occur, and where
no consensus exists as to possible mitigations to be included in the Action Plans for
affected routes. Mr. Pulon's verbal presentation indicated that the County would
be willing to rescind its changes to the TVTP/AP as presented in the Proposal for
Adoption. TSO levels of service "D" would be restored and remedial actions would
be incorporated pending completion of the "Transportation -Service Objective
Management Study" which is under consideration by the TVTC at this time. If our
understanding of this proposal is accurate, TVTC has expressed its interest in
responding to the initiative at an upcoming pcoming meeting. In the interim, TVTC will
continue to discuss the combined Transportation Model Update/TSO
Management/Regional Traffic Mitigation Fee Study. The participation of Contra
Costa County in this ongoing study effort will help to resolve some of the concerns
relative to consensually acceptable actions to address the projected TSO violations
which have concerned the Board.
The TVTC encourages your Board to formalize the proposal offered by Mr.Pulon
by adopting the TVTP/AP as drafted with the exception of the 11 intersections
which are forecast to exceed TSO standards, and for which acceptable remedial
actions will be developed as part of the TSO Management Study described above.
It is the opinion of the Contra Costa jurisdictions of San Ramon and Danville that
your -action would permit the TVTP/AP to move forward in the CCTA's
Comprehensive Countywide Transportation Planning process, and be indicative of
the County's commitment to the multijurisdictional cooperative planning
framework required for compliance with Measure C.
At the May 24 TVTC meeting, the proposed modified stance with regard to the
TSO provisions of the TVTP/AP generated considerable comment and discussion.
Some of the members expressed their frustration with the process, and were,
concerned at a proposal which appears to sidestep the most difficult locations and
issues. Several of the representatives in attendance commented that the County's
endorsement of the TVTP/AP Proposal for Adoption should be a prerequisite for
financial support of the combined study described previously. Others noted that
the County's apparently modified position offers an opportunity to move beyond
a point of impasse,and to continue the TVTC process toward eventual completion
of a meaningful Tri-Valley Transportation Plan.

In conclusion, the TVTC encourages your Board to formali2e and ratify the
position stated verbally by Mr. Pulon by acting to adopt the TVTP/AP with the
very specific exceptions noted. The TVTC will next meet on June 28, 1995, and
