RECOMMENDED ACTION A. ACCEPT notice of termination of Contract #HS/95-02 from Family Stress Center for Head Start services effective July 31, 1995; B. AUTHORIZE the Community Services Department to directly operate the Central County Head Start program for the 1995-96 program year, from August 1, 1995 through June 30, 1996; C. AUTHORIZE the Community Services Director to negotiate contracts with all necessary Head Start staff currently operating the Central County program under Family Stress Center's contract to provide for continuation of the program; D. AUTHORIZE the Community Services Director to prepare and issue a Request for Proposals (RFP) to obtain proposals from eligible nonprofit agencies interested in operating the Head Start Program in Central County beginning with the 1996-97 program year; and E. APPROVE Department's Transition Plans for Operation of the Central County Head Start Program, and AUTHORIZE the Community Services Department to submit Transition Plans to the U. S. Department of Health and Human Services Administration for Children and Families . II . FINANCIAL IMPACT N/A. Funding for operation of this program for the period of July 31, 1995, through June 30, 1996, is reflected in the Community Services Department's Proposed FY 95-96 Budget. Funding is from the U. S . Department of Health and Human Services Administration for Children and Families . REASONS FOR RECOMMENDATIONS/BACKGROUND On May 18, 1995, the Grantee (Community Services Department) was formally notified by Family Stress Cen`ter' s Board of Directors that they will terminate their Head Start contract effective June 30, 1995, prior to the start of the 1995-96 program year. Community Services Department is obligated to continue provision of all services to Head Start eligible families and children and will directly operate the Central County program for the 1995-96 program year. The Department will prepare and issue a Request for Proposals to obtain proposals from eligible nonprofit agencies interested in operating the program beginning with the 1996-97 program year. It is anticipated that the RFP process will take approximately eight to ten months . Operation of the program by the Department during the RFP process will allow adequate time for transition of program services to the new Delegate Agency beginning with the 1996-97 program year. In order to continue services after July 31, 1995, and through completion of the RFP process, the Community Services Department must contract with current all necessary Central County Head Start Program staff. A separate Board Order will be submitted requesting approval of the contracts, in County Counsel approved format, when negotiations are complete.
