Bragdon Director of Community Development DATE: June 20, 1995 SUBJECT: East Bay Regional Park District Measure AA Funds - Pacheco Area Local Funds SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE and AUTHORIZE the Deputy Director - Redevelopment to relinquish East Bay Regional Park District Measure AA funds (Pacheco Area Local Funds) to the Pleasant Hill Recreation & Park District in exchange for the County utilizing Park Dedication Fees otherwise directed to the Pleasant Hill Recreation & Park District. FISCAL IMPACT None. No General Funds are involved. Net revenues to the County will ultimately be the same. The Pleasant Hill Park & Recreation District consented to the relinquishment. Since that time, County staff and the Pacheco Town Council have attempted to work through a number of issues with the East Bay Regional Park District in order to secure those funds. A minimum requirement of the Park District is that a government entity be in place to provide assurance of operation and maintenance of the proposed Pacheco Community Center. The intended entity for operation and maintenance of the Pacheco Community Center is the Pacheco Town Council, a non-profit association and not a government entity. To establish a County Service Area or a Lighting & Landscaping District would delay the project significantly. The Pleasant Hill Park& Recreation District is agreeable to a swap of funds in which they would re-secure the East Bay Regional Park District Measure AA funds in the amount of $79,335, in exchange for which the County would program County-collected Park Dedication Fees that would otherwise go to the Pleasant Hill Park & Recreation District, to the Pacheco Community Center project. The Pacheco Town Council is aware of this swap of funds and supports the action.
