PROJECT NO. 4500-6X5416, CDD-CP NO. 95-28 Specific Request(s)or Recommendations)&Background&Justification I. Recommended Action: APPROVE the addition of Subdivision 6927 into previously formed landscaping assessment Zone 23, and FIND that the activity, the addition of Subdivision 6927 into Zone 23, will not have a significant effect on the environment, and that it has been determined to be exempt from the California Environmental Quality Act (CEQA) under State CEQA Guidelines Section 15061(b)(3), and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. II. Financial Impact: There is no impact on the General Fund. The proposed landscaping assessment district would pay the entire cost of maintaining the landscape improvements. III. Reasons for Recommendations and Backqround: New subdivision developments are required, through Conditions of Approval, to install frontage and/or median island landscaping improvements (i.e. trees, shrubs, irrigation equipment). Annexation of Subdivision 6927 into landscape assessment Zone 23 provides the mechanism for collection of assessments, which enables the County to maintain these frontage and/or median island landscape improvements. Reasons for Recommendations and Background: (Continued) Assessments are based on projected maintenance costs and will vary from zone to zone depending on the type and amount of improvements to be maintained. Assessments may be adjusted periodically for inflation and adjustments are not subject to CEQA. IV.
