Authorize legislative advocate, Smith & Kempton, to work with.
County' s state legislative delegation to pursue potential
opportunities for securing a Petroleum Violation Escrow Account
(PVEA) grant to fund the proposed Far East County Master
Thoroughfare Plan.
FISCAL IMPACT
None. Proposed action only authorizes legislative advocate to work
with County' s legislative delegation to pursue potential grant
opportunity.
BACKGROUND/REASONS FOR RECOMMENDATIONS
At the April 25, 1995 meeting, the Board of Supervisors referred to
the Transportation Committee a request from Supervisor Torlakson
to consider preparation of a Far East County Master Thoroughfare
Plan. It was also suggested that a PVEA grant be secured to fund
this effort .

Report on PVEA Funding Opportunities
In reviewing this request, the Transportation Committee directed
staff from the departments of Community Development and Public
Works to prepare a report documenting potential transportation
deficiencies resulting from the cumulative impact of development
occurring in the far eastern portion of Contra Costa County. This
report would then be used to assess the need and timing for a Far
East County Master Thoroughfare Plan. Subsequent to the
Transportation Committee ' s action, our legislative advocate
advised that immediate opportunities to secure PVEA funding grant
for projects, such as the proposed Far East County Master
Thoroughfare Plan, are possible in the current legislative
session. This opportunity is limited, however, because it is
linked to budget authorizations now under consideration by the
State Legislature and require getting a legislator to sponsor a
grant request . The window of opportunity for PVEA grants will
close in several days once the State Legislature approves budget
authorization for the upcoming fiscal year.
The Transportation Committee recommends that the Board take
advantage of this limited and immediate opportunity by authorizing
Smith & Kempton to work with the County' s state legislative
delegation on a PVEA grant request to fund the proposed Far East
County Master Thoroughfare Plan.
