Recommended Action: APPROVE activity, and FIND that the activity, Rodeo Beautification and Enhancement Project, will not have a significant effect on the environment, and that it has been determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the Act's Guidelines, and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. H. Financial Impact: The estimated activity cost is $129,508 and would be funded through a grant from the State of California, Department of Transportation, Environmental Enhancement and Mitigation Program (100%). Landscape/Lighting Assessment District, Zone 38 (Rodeo) will provide the funds for maintenance at the two public locations of this activity and John Swett Unified School District would fund the maintenance at the school site. Reasons for Recommendations and Background: The goal of this cooperative community activity is to plant approximately 350 seedlings and 480 trees in Rodeo in an effort to offset vehicular emissions generated from the I-80 Freeway widening project. The trees would be planted in the business district, at a local school, at a public recreational facility and at various residences throughout the town. A grant from the California Department of Transportation would provide funds for various citizens groups to conduct the plantings. IV.
