I. Recommended Action:
APPROVE activity, and
FIND that the activity, Rodeo Beautification and Enhancement Project, will not have a significant effect
on the environment, and that it has been determined to be exempt from the California Environmental
Quality Act (CEQA) pursuant to Section 15061(b)(3) of the Act's Guidelines, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk,
and
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk
for filing of the Notice of Exemption.
H. Financial Impact:
The estimated activity cost is $129,508 and would be funded through a grant from the State of California,
Department of Transportation, Environmental Enhancement and Mitigation Program (100%).
Landscape/Lighting Assessment District, Zone 38 (Rodeo) will provide the funds for maintenance at the
two public locations of this activity and John Swett Unified School District would fund the maintenance
at the school site.

III. Reasons for Recommendations and Background:
The goal of this cooperative community activity is to plant approximately 350 seedlings and 480 trees
in Rodeo in an effort to offset vehicular emissions generated from the I-80 Freeway widening project.
The trees would be planted in the business district, at a local school, at a public recreational facility
and at various residences throughout the town. A grant from the California Department of
Transportation would provide funds for various citizens groups to conduct the plantings.

Delay in approving this activity may jeopardize funding.

It can be seen with certainty that there is no possibility that the activity may have a
significant adverse effect on the environment.
DESCRIPTION OF THE ACTIVITY:
The activity consists of a cooperative community effort to plant approximately 350
seedlings and 480 trees in Rodeo. The business district, a local school, a recreational
facility, and residential property owners will, benefit from the plantings. A California
Department of Transportation grant will provide various citizens groups the funding to
plant at the three locations shown on Figure 2. Landscape and Lighting District -2, Zone
38 will maintain the downtown area and the Lefty Gomez Ballfield Complex. Hillcrest
School will be maintained by the John Swett Unified School District. The remaining trees
will be offered to local residents throughout Rodeo who agree to maintain them. The
purpose of this activity is to offset vehicular emissions generated from the nearby 1-80
freeway widening project.
LOCATION:
Rodeo is located in the west county area of Contra Costa County. The plantings will occur
in three specific areas, downtown, Hillcrest School, and Lefty Gomez Ballfield.

significance of the project represented by your pending application bearing County File Number CP 95-36(Rodeo
Beautification and Enhancement Proiect). In conformance with Contra Costa County Guidelines for implementing
the California Environmental Quality Act of 1970(CEQA), it has been determined that your project will not have
a significant effect on the environment. Your project falls within the following category:
(✓) AN ENVIRONMENTAL IMPACT REPORT (EIR) IS NOT REQUIRED.
( ) The project is categorically exempt (Class ).
( ► The CEQA requirements are accommodated by the EIR previously prepared for
