SUBJECT: A RESOLUTION TO APPROVE A PROJECT FOR THE DISCOVERY BAY
WASTEWATER TREATMENT FACILITY WHICH WILL REPLACE
EXISTING CHLORINE/SULFUR DIOXIDE DISINFECTION SYSTEM WITH
ULTRAVIOLET LIGHT DISINFECTION, SANITATION DISTRICT NO. 19,
DISCOVERY BAY AREA.
The Board of Supervisors of Contra Costa County RESOLVES THAT;
WHEREAS, the Discovery Bay Wastewater Treatment Facility discharges treated wastewater
under an National Pollutant Discharge Elimination System (NPDES) permit, which is based on
the Clean Water Act and the California Water Code, and requires effluent disinfection to meet an
established total coliform limit; and
WHEREAS, the Discovery Bay Wastewater Treatment Facility stores and handles two acutely
hazardous materials, chlorine and sulfur dioxide to disinfect treated wastewater; and
WHEREAS, recent programs and regulations to protect public and workers safety, such as the
Risk Management and Prevention Program and the Community Warning System, have made the
continued use of these chemicals more costly, and
WHEREAS, and engineering study has shown that replacing the chemical disinfection system with
and ultraviolet light (UV) disinfection system is cost effective and virtually eliminates all safety
hazards and regulatory issues; and
WHEREAS, UV disinfection is a non-chemical method of pathogen destruction, and exposes
wastewater to electromagnetic energy (UV light) to prevent the cellular proteins and nucleic acids
(DNA and RNA) in pathogens from further reproduction; and
WHEREAS, it has been shown that UV disinfection is an effective disinfection method, and is
both environmentally friendly and safe.
NOW, THEREFORE, BE IT RESOLVED by this Board, as Ex Officio Governing Board of
Contra Costa County Sanitation District No. 19, that:
1. Replacement of the existing chemical disinfection system at the Discovery Bay
Wastewater Treatment Facility with a UV disinfection system is the best project
from economic, risk management and liability perspective, and
2. Funds from Sanitation District 19, Byron Operating Fund No. 239300 will be used
to finance the,project, and
3. Sanitation District 19 funding of the State Risk Management and Prevention
Program, the Process Safety Management Program (OSHA), the Federal Risk
Management Program, and the Community Warning System should diminish due
to the eminent removal of acutely hazardous materials from the facility site once
the UV system has been in operation for a while.

SUBJECT: ULTRAVIOLET DISINFECTION'SYSTEM FOR THE DISCOVERY BAY WASTEWATER
TREATMENT FACILITY, BYRON AREA

Specific Request(s) or Recommendation(s) & Background & Justification
I. Recommended Action:
1. APPROVE the award of the Consulting Services Agreement with Montgomery, Watson, Americas,
Incorporated, to provide design, document preparation, and services during bid and construction for
an ultraviolet (UV) disinfection system for the Discovery Bay Wastewater Treatment Facility; and
2. AUTHORIZE the General Manager of Delta Diablo Sanitation District to execute the contract on
behalf of the County for Sanitation District No. 19 with Montgomery, Watson, Americas,
Incorporated, in the amount of$114,500 for this regulatory driven project; and
II. Financial Impact:
There are sufficient funds in the project account to cover the cost of work, therefore, there is no financial
impact to the County General Fund. Funds from Sanitation District 19, Byron Operating Fund No.
239300, will be used to finance the project.

III. Reasons for Recommendations and Background: (Continued)
UV disinfection is a non-chemical method of pathogen destruction which inactivates pathogens by exposing
wastewater to electromagnetic energy (UV light) which prevents the cellular proteins and nucleic acids
(DNA and RNA) in the pathogens from further reproduction. It has been shown that UV disinfection is
an effective disinfection method and it is both environmentally friendly and safe. An engineering study
has shown that replacing the chemical disinfection system with a UV disinfection system is cost effective
and virtually eliminates all safety hazards and regulatory issues related to acutely hazardous materials.
Delta Diablo Sanitation District staff solicited proposals from eight qualified firms for the design,
document preparation, and services during bid and construction for a UV disinfection system for the
Discovery Bay Wastewater Treatment Facility. Four proposals were received and reviewed, and staff
recommends Montgomery Watson Americas, Incorporated, to perform the design, document preparation,
and services during bid and construction portions of the project.
A CEQA preliminary review has determined that this project is exempt form CEQA as a Categorical
Exemption. This project falls under CEQA Guidelines, Article 19, Categorical Exemption Class 2, Section
15302, Replacement or Reconstruction of Existing Structures and Facilities. The new structure will be
located on the same site as the structure replaced, and will have substantially the same purpose and capacity
as the structure replaced. The guidelines require that the lead agency list specific activities which fall
within each of the exempt classes (Section 15300.4). The public agency may, but is not required to, file
a Notice of Exemption (attached) for the exempt project.
IV. Consequences of Negative Action:
The ultraviolet system installation will be delayed, causing the reversion to using old chlorine system,
increasing costs of operation.
