SUBJECT: Correspondence
1.64 RESOLUTION No. 95-52 adopted by the City Council, City of
Hercules, 111 Civic Drive, Hercule, CA 94547, regarding the
discontinuance of the residential surcharge for landfill closure
and its transition to the West Contra Costa Integrated Waste
Management Authority to temporarily offset Authority operating
costs; and
RESOLUTION No. 95-52A appropriating $21,738 from the Sewer Reserve
fund to the Sewer Fund and authorizing payment to the City of
Pinole for $571,738 as the City of hercules' fifty percent share
of the Digester Installation Project.

Greetings:RE:Keller Canyon Landfill Advisory Comm-itteeet at
County records will show this organization has been VERY much involved
in .development of a site for the County Landfill. We have ACTIVELY
participated in the above named Committee, at times to our great personal
displeasure.
-1 watched and listened to the TV Broadcast of a recent Board Session in
which Keller Canyon and various allegedly related matters were discussed.
It was amazing to me that the Board_ made no use of the knowledge, etc., of
members of the LAC.
It is my belief our participation has been beneficial to property owners
located in the general area of the landfill, the people's interests, the County
obligations, yes and even the landfill operators. The Board discussion supra
gave NO indication or recognition to the time, effort and expense involved
as we have carried out the obligation of serving on the LAC.-
In any event,.a recent court decision, plus the final report of the Property
Value study by Sonoma State University makes the need for our continued
participation in this ,�r�atter irrelevant.
I submit, herewith my resignation from the Keller Canyon Local Advisory
