Environmental Impact Report for the Proposed Rodeo Downtown/Waterfront
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Deputy Director-Redevelopment to sign a contract with
Darwin Myers Associates for the preparation of an Environmental Impact Report
for the proposed Rodeo Downtown/Waterfront Specific Plan for the Rodeo
Redevelopment Project Area.
FISCAL IMPACT
No General Fund money will be used on this project . The - total estimated
contract amount is not to exceed $60, 185 and will be financed with Redevelopment
Tax Increment funds .
BACKGROUND/F:EASONS FOR RECOMMENDATIONS
In late 1992 Contra Costa County initiated formal discussions with the Rodeo
community regarding its downtown/waterfront area. Downtown Rodeo and its
waterfront represent underutilized assets to the community and to the County.
Preliminary work indicated that Rodeo residents were very sensi ive to the

unique character and old-time feel of the downtown/waterfront area.
Preservation of the downtown character, including compatible commercial and
public uses, and a return of a functioning waterfront were viewed to be a part
of a process of recreating an identity to downtown Rodeo.
Previous planning efforts in Rodeo represented a search for answers to
identified problems . Early plans contained laudable goals to revitalize
downtown Rodeo and its waterfront, but failed to provide for meaningful action
or implementation programs . Beginning in 1990, that began to change when the
County Board of Supervisors adopted a Redevelopment Plan for the Rodeo area.
Designed to provide a means of financing circulation improvements, facility and
infrastructure improvements, and the revitalization of older residential and
commercial areas, the Redevelopment Plan represented a proactive step by the
community. An additional catalyst for the current planning effort was the
acquisition, in 1990, by the East Bay Regional Park District of Lone Tree Point
Regional Shoreline.
Specific Plans are a unique creation of the California Government Code.
Specific Plans provide the County with a means of implementing its General Plan
through the development of regulations and programs . Specific Plans act as a
bridge between the General Plan and individual development proposals. A draft
Specific Plan has been prepared based on policy recommendations of the Rodeo
Redevelopment. Advisory Committee. An EIR was determined to be necessary before
formal hearings can be held on the proposed Specific Plan. The firm of Darwin
Myers Associates submitted the best qualified bid from the five firms requested
to submit competitive bids .
