SUBJECT: SAFE FUTURES INITIATIVE
OFFICE OF JUVENILE JUSTICE AND DELINQUENCY PREVENTION
Specific Request(s) or Recommendation(s) & Background & Justification
RECOMMENDATION:
1 . Authorize the County Administrator or his designee to submit a concept
paper and, if invited, a full application to the Office of Juvenile
Justice and Delinquency Prevention under the Safe Futures Initiative:
Partnerships to Reduce Youth Violence and Delinquency.
2 . Authorize and Direct the County Administrator to provide a FTE Project
Director,.,for the Safe Futures Initiative who will be responsible for the
overall administrative direction of the project. (The Project Director
will work with the Policy Academy to provide administrative and
programmatic direction; coordinate with federal representatives at OJJDP
and national evaluators; make sure all systems are in place to track
numbers of participants in all Safe Futures activities to assess reach
of project and make sure program component objectives are being met. )
FINANCIAL IMPACT:
The Safe Futures Initiative is composed of nine separate program components
and combines several Federal funding sources including Part C, Part D, Part
G and Title V. A total of $7 ,200,000 is available to support first-year
awards to five units of local government ($1,440,000 per site) : three urban,
one rural and one tribal (2 of the urban/rural grants will be awarded to
designated Empowerment Zone/Enterprise Communities) .
The program is designed to provide Federal funding for 5 years at an
estimated $1 . 4 million per year. Thereafter, the program should be sustained
through local funding. If the County were awarded the grant, two program
components require match: Delinquency Prevention (50% match at $100, 000) and
Day Treatment ( 100% at $30,000) for a total of $130,000 County funds . The
magnitude of the grant and the numbers of public and ivate agencies
involved in providing services require a FTE Projec ' r ctor.

REASONS FOR RECOMMENDATION/BACKGROUND:
The Board authorized the County Administrator, to establish a Safe Futures
Committee to guide the development of an application to the Office of
Juvenile Justice and Delinquency Prevention (OJJDP) . The Committee is
composed of members of the Policy Academy and the Juvenile Systems Planning
Advisory Committee.
Award of a Safe Futures grant would allow the County to move ahead in
significant ways with implementing major components of our Continuum of Care
for juveniles.
The Board approved the Continuum of Care Model in October 1994 . The Board
designated the County Administrator as project administrator for
implementation of the Continuum of Care concept, to include oversight on
development of Continuum project proposals (January 16, 1995) . The Board,
the Criminal Justice Agency, the County Administrator and the Juvenile
Systems Planning Advisory Committee have been developing specific program
proposals such as Electronic Monitoring as well . as exploring funding
opportunities including submission of an OJJDP proposal for further Continuum
planning activities in January 1995 . Representatives of OJJDP made a site
visit to Contra Costa on February 15, 1995 .
The Safe Futures application requires a major collaborative planning effort
with numerous agencies . We have been involved in this type of planning for
a number of years and look forward to obtaining needed additional support for
our efforts .
The steps to be undertaken are:
1 . Submit concept paper by June 20, 1995 .
2 . If invited, submit full application by August 15, 1995 .
3 . If awarded grant, return to Board for acceptance.
