BACKGROUND:
In December, 1994 the Board of Supervisors created an Arts and
Culture Commission of Contra Costa County. The Committee consists
of nine members, one appointed by each member of the Board of
Supervisors and four at-large members nominated by the Internal
Operations Committee.
Each Board member has now made his or her appointment. There are
46 remaining applications for the 4 at-large seats on the
Commission. The Board order creating the Commission specified that
the Internal Operations Committee was to nominate individuals for
these four at-large seats .
Our Committee reviewed the 46 applications and received additional
recommendations regarding whom we should recommend for appointment.
We have agreed to recommend the appointment of these four
individuals from a large group of obviously knowledgeable and
dedicated individuals .
It is our hope that the remaining individuals can form a pool of
individuals who can be called on to fill future vacancies on the
Commission and who can also participate in the work of the
Commission.

Nada began her musical career early in childhood,
as part of a musical family (she will actually tell
you she has been a musician since "many lifetimes"

Balkan music classes to several groups and individuals.

Nada has been to Eastern Europe several times, collecting unusual musical instruments,
attending folk music festivals, meeting and learning from local musicians, and making
field. recordings of material from which she later transcribes and arranges selections
for her performance groups to share with their audiences. She also has collected the
many beautiful handmade costumes which she often wears for her appearances. Occasion-
ally, in an exotic frame of mind, she will ask you to call her Nadezhda and proceed to
amaze you with true stories of her travels in the wild and woolly reaches of Eastern
Europe.

Biographical Sketch
RICHARD J. MARTINEZ
Executive Director, Housing Authority of Contra Costa County
Martinez, California
Executive Director of the Housing Authority of Contra Costa County (HACCC),
Richard J. Martinez has worked in housing for twenty-five years. He has been
Executive Director of the Contra Costa County agency the past two years after
serving as its Director of Operations. The HACCC is a county-wide agency
responsible for providing housing to over 6,600 families in Contra Costa County, a
San Francisco Bay Area urban county.
Martinez has also distinguished himself as a trainer/project director and operations
officer respectively in Washington, D. C. while with the National Center for
Housing Management and the National Hispanic Housing Coalition. He began his
public service career with the Housing Authority in.San Antonio, Texas and after a
stint with the U.S. Marine Corps, returned to the San Antonio Authority and
worked through the ranks to the position of Housing Manager and later, Director of
Human Resources.
Martinez is active with.a number of state and national organizations ;including the
Board of Directors of the the National Low Income Housing Coalition in
Washington D. C., the California Housing Authority Risk Management Association
and the Contra Costa County Rental Housing Association. He is also a member of
the National Association of Housing and Redevelopment Agency Officials and is a
past member of the Housing Advisory Task Force for the House Democratic Caucus
in the U.S. House of Representatives.
An active community volunteer, Mr. Martinez lives with his wife and two children
in Martinez, California.
