MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: JUNE 13, 1995 SUBJECT: ANNUAL STREET LIGHTING ASSESSMENTS FOR COUNTY SERVICE AREA L-100, COUNTYWIDE STREET LIGHT PROGRAM Specific Request(s)or Recommendation(s)&Bac group us i ica ion I. Recommended Action: 1. ACCEPT the Preliminary Engineer's Report for County Service Area L-100; 2. ADOPT Resolution of intention to levy street lighting service charges in County Service Area L-100 for Fiscal Year 1995-1996; 3. SET July 25, 1995, at 9:45 a.m., in the Board Chambers, Room 107 at 651 Pine Street, Martinez, California, as the time and place for public hearing on the questions of levying the proposed annual street lighting service charges; and 4. DIRECT the Clerk of the Board to give notice of said hearing pursuant to Section 6061 of the Government Code. II. Financiallmpact: The levy of the annual street lighting charges will provide revenues to be used solely for street lighting charges. There will be no impact to the General Fund. III. Reasons for Recommendations and Background: The proposed levy of annual street lighting charges,benefits all property owners within County Service Area L-100 by providing street lighting during hours of darkness. On October 31, 1978, the Board of Supervisors instructed the Public Works Director to develop an alternate means to Ad Valorem Tax to fund street lighting in County Service Area L-100. This action provides for the continuation of existing assessments to provide street lighting as provided for in County Service Area L-100, Government Code, Section 25210.1 and following, and in accordance with Ordinance No. 79-42, adopted by the Board of Supervisors on March 27, 1979. This action does not result in an increase in service charges assessed to parcel owners within County Service Area L-100. IV. Consequences of Negative Action: Street lighting will have to be selectively eliminated throughout the County to meet decreased funding levels. Continued on attachment: _yes SIGNATUR . This Board hereby DECLARES its intention to approve the Preliminary Engineer's Report and to levy and collect street lighting service charges pursuant to County Ordinance No. 79/42. The purpose of the service charge is to finance public street lighting within County Service Area.L-100. The Preliminary Engineer's Report, on file with the Clerk of this Board, contains a list of the County service areas, the method used to determine the service charge, the identification of each parcel of real property subject to a service charge, and the amount of the proposed service charge for each County service area. This Board will hold a hearing on July 25, 1995, at 9:45 a.m. in the Board's Chambers, County Administration Building, Martinez, California, on the question of levying the proposed service charges. The Clerk of this Board is hereby DIRECTED to give notice of said hearing pursuant to Section 6001 of the Government Code.
