Reasons for Recommendations and for Recommendations and Background: (Continue) Measure C requires prescribed levels of service to be maintained on most roadways. In order to maintain these levels of service it is necessary to construct roadway improvements in a timely manner as new trips are added to an area. Supervisor Torlakson expressed that as a policy, capacity improvements should be constructed as the impacts occur. This can be accomplished through the conditions of approval for the subdivision or land development that impacts the transportation system. If appropriate, the developer may enter into a reimbursement agreement with the County so that the County may collect monies from subsequent impacting development on behalf of the first developer.
