RECOMMENDATIONS A. ADOPT RESOLUTION NO. 3749 supporting a request for $20,000 to the. State Emergency Housing and Assistance Program (EHAP) Round 2 Funding for the rehabilitation of the Central County Homeless Shelter. B. AUTHORIZE AND DIRECT the Executive Director of the Housing Authority of the County of Contra Costa to execute and transmit an application along with the necessary certifications and assurances to the Contra Costa County Local Board for State of California Emergency Housing and Assistance Program (EHAP II) funds for the rehabilitation of the Central County Shelter. C. AUTHORIZE AND DIRECT the Executive Director of the Housing Authority of the County of .Contra Costa to accept any State Emergency Housing and Assistance Program grant and to enter into a contract with the California Department of Housing and Community Development, and to perform any and all responsibilities in relationship ;to such contract. II . FISCAL IMPACT No General Funds are involved. Funds received from the State Emergency Housing and Assistance Program will be used for the rehabilitation of the Central County Shelter. III . Funds totaling $34,635 will be allocated by the Local Board to agencies providing emergency shelter services . The maximum grant for an agency is $20,000. Accordingly, in order for the State to consider the Local Board recommendation, the Board of Commissioners is requested to approve a resolution certifying that the Housing Authority will comply with all of the requirements of the State Emergency Housing and Assistance Program. THE BOARD OF COMMISSIONERS., HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUT.ION .NO. 3749 RESOLUTION APPROVING THE APPLICATION FOR EMERGENCY HOUSING AND ASSISTANCE PROGRAM FUNDS WHEREAS, the. State of California., Department_ of, Housing and- Community Development, nd.Community .Development, Division of Community Affairs issued a Notice. of Funding Availability (NOFA) for Emergency Housing and _Assistance Program (EHAP) ; and, WHEREAS, the Housing Authority of the County of. Contra. Costa is a local government agency which is eligible and wishes to apply for and receive an EHAP grant; NOW., THEREFORE, BE IT RESOLVED THAT: 1 . The Board of. Commissioners of the Housing Authority of the County of Contra Costa hereby authorizes the Executive Director to apply for an Emergency Housing and. Assistance Program grant in an amount not more than the maximum amount permitted in the NOFA, and. in accordance with the program statute, regulations, and Local Emergency Shelter Strategy. 2 . If. the grant application authorized by this resolution is approved, the Housing Authority of the County of Contra Costa hereby agrees to use the EHAP funds for eligible activities in the manner presented in the application as approved. by the Department and in accordance with the program statute (Health and Safety Code Section 50800 - 50806. 5) and regulations (Title 25, Subchapter 12, Division 1, Chapter 7 of the California Code of Regulations) , and the Standard Agreement. 3 . If the grant application authorized by this resolution is approved, the Executive Director is authorized to sign the Standard Agreement and any subsequent amendments with the Department for the purposes of this grant.
