RECOMMENDATIONS
Ratify the Zoning Administrator' s decision that Shell Oil Company
has complied with Condition of Approval #22 for the Hydrogen Plant.

BACKGROUND/REASONS FOR RECOMMENDATIONS
When the Board of Supervisors approved the Land Use Permit for
Shell Oil Company' s Clean Fuels Project (County LUP #2009-92) , the
Board specified that the Zoning Administrator' s decision regarding
several conditions of approval be placed on the consent calendar
for ratification. As directed by the Board at the October 4, 1994
meeting, the Zoning Administrator' s decisions discussed herein have
been placed on the Zoning Administrator' s agenda for May 8, 1995.
Any comments received at the meeting will be forward d to the

Condition of Approval #22 : Hazard and Operability Study
This condition requires Shell Oil to prepare a Hazard and
Operability Study and accident consequence analysis for all
elements of the Clean Fuels Project with the exception of the
office building, the control rooms and the maintenance/warehouse
buildings .
Shell Oil Company completed the required study for the Hydrogen
Plant. This information was evaluated by the Risk Management and
Prevention Program Team of the Health Services Department. Their
review included a detailed examination of the hazard analyses and
off-site consequences as well as scrutiny of all the programs or
aspects of the Company (e.g. , operating procedures, preventive
maintenance programs and operator training) which are designed to
prevent or mitigate accidents or process anomalies . The review
included document assessments, management and operations personnel
interviews and process "walk through" to verify documentation. In
addition, Health Department staff inspected the unit to verify that
the construction conforms to the design specified. The Health
Services Department will conduct follow-up field inspections to
ensure that all measures identified have been followed.

SUBJ: CONSENT ITEM FOR SHELL REFINERY CLEAN FUELS PROJECT

Executive Summary:
The Contra Costa County Health Services Department (CCCHSD) Hazardous Materials Risk
Management and Prevention Program team has completed the Clean Fuels reviews for Shell
Refinery's Air Products and Chemicals Inc. hydrogen plant scheduled for start-up on May 16,
1995.
Air Products and Chemicals Inc. will own and operate the hydrogen plant. Shell will supply
the feed gases to the plant. Air Products will supply hydrogen and steam to Shell.
The hydrogen plant will produce 88.5 mmscfd hydrogen at 99.9% purity. The plant will also
export about 253,000 lb/hr of superheated steam. The feeds to the hydrogen plant will be a
blend of Saturates Dry Gas, Flexicoker Dry Gas, Isomerization Vent Gas, Coker Dry Gas,
Natural Gas, and Liquid Petroleum Gas. The trim fuel to the furnace will be refinery fuel gas.
The feed to the plant is preheated and reformed in a down-fired, downflow box reformer. The
reformed gas is further shifted to convert carbon monoxide to hydrogen and cooled by
generating, steam, preheating feed, preheating boiler feedwater and makeup water. Final
cooling is done against air and cooling water. Final hydrogen purification is performed in a
10-bed Pressure Swing Adsorbtion unit. The purge from this portion of the hydrogen plant
provides the majority of firing to the furnace. The furnace utilizes low Nitrogen Oxide (NOX)
burners and Selective Catalytic Reduction(SCR) technology. Heat in the flue gas is recovered
into the steam system and by preheating combustion air.

My staff has performed a detailed line-by-line examination of the Process Hazards Analysis
performed for the unit mentioned above. Design of safety systems as well as operational and
maintenance issues have been addressed. Additionally, my staff has inspected the unit to verify
that it conforms to the design developed.
My staff will perform a follow up review to ensure that all incomplete mitigations have been
implemented.
Conclusion:
CCCHSD, Hazardous Materials Division Staff has completed the review of the hydrogen plant.
We have concluded that identified hazards and items of concern have been resolved. Once the
plant is functional, my staff will perform a follow-up review to ensure that all recommendations
have been implemented.

PURPOSE OF REVIEW
As a condition for approval of Land Use Permit#2009-92 (Shell Oil Company Clean Fuels
Project),Board Order Condition#22,.Contra Costa County Health Services Department
(CCCHSD)Hazardous Materials Risk Management and Prevention Program team was requested
to review.and evaluate the Clean Fuels systems for Shell Oil Company,Martinez Manufacturing
Complex.
SCOPE OF REVIEW
The review of the Clean Fuels System at the Shell Oil Company includes a detailed examination of
the hazard analyses and off-site consequences,as well as scrutiny of all of the programs or aspects
of the business which are designed to prevent or mitigate accidents or process anomalies. For
example,the design safety of new equipment,operating procedures,preventive maintenance
programs,operator training,emergency operating procedures as well as emergency response
planning,and audit procedures to ensure that these programs are being executed as planned will be
reviewed and evaluated for efficacy.
The review process occurs primarily on-site at the facility. The review includes document
assessments,management and operations personnel interviews,Hazard and Operability Studies
(HazOps)question and answer sessions,and process"walk throughs"to verify documentation,
safeguards (process control and alarms, shutdowns,monitors,checklists,procedures,etc.)and
recommendations from the HazOps.
CONCLUSION
At the conclusion of the review, CCCHSD staff will provide the facility with a list of findings,
concerns, and outstanding questions. The facility will be required to clarify or respond to each
item. CCCHSD will then issue a report to the Zoning Administrator,delineating the necessary and
recommended corrections to the procedures,the documentation,and the facility.
