SUBJECT: DECLARE VACANCIES ON THE CHILD CARE TASK FORCE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . DECLARE vacant the seat on the Child Care Task Force held by
Judy Bensinger-Haynes due to her lack of attendance and oral
resignation from the Task Force.
2 . DECLARE vacant the seat on the Child Care Task Force held by
Janet Tompkins due to her recent retirement from County
service and her oral declaration that she would no longer be
able to attend meetings of the Task Force.
3 . DECLARE vacant the seat on the Child Care Task Force held by
Kristy Rascon on the basis that she neither lives nor works in
Contra Costa County.
BACKGROUND:
At its meeting on April 26, 1995, the Child Care Task Force voted
to recommend that the Board of Supervisors declare three seats
vacant. Ms . Bensinger-Haynes has indicated orally to members of
the Task Force that she is unable to attend meetings of the Task
Force. However, no written resignation letter has been received.
Ms . Tompkins has been an "expert" in child care matters who has
been representing the Social Service Department on the Task Force.
She recently retired from County service and indicated to members
of the Task Force that, as a result of her retirement, she would no
longer be able to serve on the Task Force. However, again, no
written resignation has been received.

The Task Force has adopted operating rules for the Task Force, one
of which requires that a member of the Task Force either live or
work within Contra Costa County. Although Ms . Rascon worked in
Contra Costa County when she was originally appointed to the Task
Force, she has recently changed employers and now works - as well
as lives - in Alameda County. The Task Force has, therefore, asked
that Ms . Rascon's seat be declared vacant.
