SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
A. APPROVE Right of Way Contract and ACCEPT Grant Deed dated April 19,1995 from Eric
K. and Ann E. Rossovich.
B. AUTHORIZE Public Works Director to execute said Right of Way Contract on behalf of the
County. -
C. APPROVE payment of $29,000 for said property rights and AUTHORIZE the Auditor-
Controller to issue a check in said amount payable to Old Republic Title Company, 3000
Clayton Road, Concord, Escrow No. 196893 to be forwarded to the Real Property Division
for delivery.

D. DIRECT the Real Property Division to have the above referenced Grant Deed recorded
in the office of the County Recorder.

Project Description, Common Name (if any) and Location: VACATE A PORTION OF CENTRAL STREET,
NORTH RICHMOND County File #CP 95-25: The purpose of the activity is to vacate an approximately
1,000 foot portion of Central Street, from approximately 34 feet south of the intersection with Pittsburg
Avenue to the southern terminus of Central Street, in the North Richmond area of west Contra Costa
County. Right of way on this portion of Central Street is no longer required for public purposes. The
vacation of the roadway is needed for West Contra Costa Resource Recovery. Subject property is described
as follows: The portion of Central Street to be vacated is from approximately 34 feet south of the
intersection with Pittsburg Avenue to the southerly terminus of Central Street, in the North Richmond area
of west Contra Costa County.
This project is exempt from CEQA as a:
Ministerial Project (Sec. 15268) _ Other Statutory Exemption, Section _
Declared Emergency (Sec. 15269(a)) V General Rule of Applicability(Section 15061(b)(3))
Emergency Project (Sec. 15269(b) or (c))

a Portion of Central Street, North Richmond). In conformance with Contra Costa County Guidelines for
implementing the California Environmental Quality Act of 1970 (CEQA), it has been determined that your project
will not have a significant effect on the environment. Your project falls within the following category:
(✓) AN ENVIRONMENTAL IMPACT REPORT (EIR) IS NOT REQUIRED.

( ► The CEQA requirements are accommodated by the EIR previously prepared for

Commencing at the most northerly corner of said Parcel B (19PM1) thence, along the boundary
of Parcel B, south 63°48'44" east 124.05 feet; thence, southeasterly along the arc of a tangent
curve, concave to the southwest, having a radius of 1,950.00 feet, through a central angle of
