SUBJECT: Report on PVEA Grant Funding Agreement with Caltrans for the East
Contra Costa Intermodal Transit Access Project
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Accept report on PVEA grant funding agreement with Caltrans for the
East Contra Costa Intermodal Transit Access Project and appropriate
$50 , 000 in Navy Mitigation Funds (Port Chicago Highway closure) as
the local match to the PVEA grant .
FISCAL IMPACT
No impact on General Fund. Affirmative action would appropriate
$50,000 in Navy Mitigation Funds as a local match to the project,
consistent with the Board' s Navy Mitigation Monies Expenditure Plan
rail studies account .
BACKGROUND/REASONS FOR RECOMMENDATIONS
On December 19, 1994, the Board of Supervisors authorized the
Director of Community Development to negotiate and enter into an
grant agreement with Caltrans for a $200, 000 Petroleum Violation
Escrow Account (PVEA) funds for the East Contra Costa Intermodal
Transit Access Project .

BACKGROUND/REASONS FOR RECOMMENDATIONS
The purpose of this project is to develop and implement a
comprehensive intermodal transit program for eastern Contra Costa
County, in conjunction with the opening of the new Bay Point BART
Station. The intermodal transit access program is intended to
provide East County residents with alternatives to relying on
automobile access to the BART station with the goal of providing
East County residents with easier, convenient alternative modes of
access . Key program objectives are to improve and coordinate bus ,
feeder services, develop complementary park-n-ride facilities, and
facilitate pedestrian and bicycle access to the station. This
program will also examine expanding intermodal transit facilities
at other locations in East County and provide technical assistance
to local jurisdictions interested in strengthening their ordinance
and development codes to better integrate transit and other
alternative modes into the planning and development process .
A project proposal for the PVEA grant, prepared in consultation
with staff from Tri-Delta Transit and BART, was previously approved
by Caltrans . Following approval of the project proposal, the Board
of Supervisors on December 19, 1994 authorized the Director of
Community Development to negotiate and enter into a PVEA grant
funding agreement with Caltrans . Included in this action was an
allocation of Navy Mitigation Funds as the local funding match and
authorization to enter into Memorandum of Understanding (MOU) with
Tri-Delta Transit and BART to establish a cooperative effort for
developing the East County intermodal access program.
To date, Caltrans and the County have come to terms on the grant
agreement and are now ready to formally execute an agreement .
Proceeding this action, however, the Board of Supervisors needs to
appropriate the Navy Mitigation Funds set aside by the December 19,
1995 Board action. Although discussions on an MOU between the
County and Tri-Delta Transit and BART are still ongoing, the
Transportation Committee recommends to the Board of Supervisor that
$50, 000 in Navy Mitigation Funds be appropriated to the program as
the local share . This action will insure that a PVEA funding grant
agreement can be executed with Caltrans and funds may be obligated
before the end of the fiscal year (June 30, 1995) .
