FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS In 1991, the: Legislature passed Assembly Bill 434, which the Board supported. This bill raised the vehicle registration fee in the San Francisco Bay Area, initially by $2 . 00 and later by $4 . 00 , and allocated the funds to the Bay Area Air Quality Management District to award as grants for projects that reduced air pollution. Seven specific types of eligible projects were identified in the bill . The Air District controls 60% of the funds and returns 40% to the county of origin for disbursement . The Contra Costa Transportation Authority has been designated as the program manager for the 400-. funds in this county, which currently amount to more than $1 million. Most of the CCTA funds are allocated to the regional transportation planning committees, which administer local trip reduction ordinances . These changes increase the number of potential eligible uses for AB 434 funds and improve accountability by requiring public hearings to review the use of funds and setting a time limit on the expenditure of funds . The Contra Costa Transportation Authority also supports this bill, as amended.
