HomeMy WebLinkAboutMINUTES - 05231995 - FPD3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 23, 1995 by the following vote: AYES: Supervisors Rogers , Smith, DeSaulnier, Torlakson and Bishop NOES: None ABSENT: None ABSTAIN: None In The Matter of Classifying ) a Position of Fire Training ) Supervisor in the East Diablo ) Fire Protection District ) Resolution No. 95/274 The Fire Chief of the East Diablo Fire Protection District has recommended that a new unrepresented classification of Fire Training Supervisor be established in the District and that the single position classification of Fire Captain - East Diablo be reclassified to the new classification to properly reflect the duties being performed; and The classification of Fire Captain - East Diablo being represented by United Professional Firefighters, IAFF Local 1230 and the reclassification subject to provisions of Section. 1.5.3 (Reclassification Without Examination) of the current Local 1230 Memorandum of Understanding which requires that the union approve such action; and The Fire District and the union having reached agreement on the requested action; and The County Administrator having reviewed the request for organizational and budgetary consideration and recommended that the Board approve the request; NOW THEREFORE: The Contra Costa County Board of Supervisors in its capacity as governing Board of the County of Contra Costa, and all districts of which it is the ex-officio governing Board, RESOLVES THAT: 1 . The unrepresented classification of Fire Training Supervisor - East Diablo, a copy of the job description wherein attached hereto and incorporated herein, is adopted effective June 1 , 1995 and is allocated to a five-step range of pay equal to C5-2245 ($4286-5210). 2. The single position of Fire Captain - East Diablo is reclassified to the new class of Fire Training Supervisor - East Diablo effective June 1 , 1995 and the former class title is abandoned. 3. Positions in this class are considered permanent full-time Chief Officers as are the Fire Chief and Assistant Fire Chief (Scheduled Duty Assignment) and assignments may involve shift coverage or a regular work schedule. Although primarily assigned responsibility for management, of the District-wide training program, positions may be also assigned, on shift, responsibility for District-wide operations in the absence of the Chief or Assistant Chiefs. The class is distinguished from the non-management job title of Fire Captain by the latter's responsibility to command a fire company in a fire station. It is further distinguished from the class of Assistant Fire Chief by the latter's broad responsibility for administrative and operational functions in managing the District. TYPICAL TASKS: Establishes annual training program objectives; plans and organizes district training activities such as monthly training schedule; develops special courses dealing with new techniques and equipment; develops and evaluates drills for suppression personnel; trains and supervises course instructors and other training staff; researches improved training methods; develops and evaluates new training aids; evaluates effectiveness of training by on the spot observance of fires and medical emergencies; prairies district training budget; conducts chief officer training classes; prepares periodic and special reports and correspondence. Responds to fire alarms and other emergencies as a chief officer and directs the deployment of fire companies and equipment at major alarms for the control and suppression of fires. MINIMUM QUALIFICATIONS: Education: Successful completion of all required courses in the California State Fire Marshal's Chief Officer series. Experience: In an organized fire protection district or fire department, either (1 ) three years full-time or its equivalent experience as an assigned training officer; or (2) five years full-time or its equivalent experience in fire suppression or prevention at least one of which must have been at the rank of Captain or above. Certificate: Possession of a California Master Instructor Credential. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of modern fire suppression, fire prevention, rescue and emergency care procedures, techniques and equipment; knowledge of instructional program development methodologies; knowledge of fire district regulations, policies and operational procedures; knowledge of the principles and practices of employee supervision; ability to supervise subordinates; ability to develop and implement instructional materials and strategies; ability to conduct classroom and field instruction; ability to keep accurate records and prepare clear and concise reports; ability to work effective with others. This action will implement a request from the Fire Chief - East Diablo Fire Protection District to reclassify the obsolete single-position class of Fire Captain - East Diablo into a Fire Training Supervisor - East Diablo and properly reflect the duties which have been performed by the incumbent, Mike Arnold, for approximately three (3) years. Because the class of Fire Captain - East Diablo is represented by IAFF Local 1230, and subject to provision of MOU Section 15.3 (Reclassification Without Examination), the action required approval of Local 1230 to proceed. This approval was granted in the attached May 12, 1995 letter from Local 1230 Vice President, Mike Impastato. The action has been previously staffed for organizational and budgetary clearance by Assistant Chief John Clary with your office. The new class of Fire Training Supervisor - East Diablo will remain at the same salary level as Fire Captain - East Diablo, but the class will be designated as Unrepresented Management and removed from Local 1230. This action should be handled in concert with the adoption of a new 1995 - 1997 MOU recently negotiated by the District with Teamsters Local 1315 on behalf of the full time fire suppression employees in East Diablo. Based upon all of the facts and circumstances, and noting particularly the job description you have enclosed, the fact that the incumbent meets the other matters noted in your letter of March 30, 1995, Local 1230 gives its consent to this reclassification without examination.
