Richmond, 94804, accepting the Board's offer to work with Contra
Costa County to prevent the resumed construction and completion of
the San Luis Drain.

State of California, and we come before the Contra Costa County
Board of Supervisors because we are unable to get children in our
facilities in this county. Any persons obtaining a license from
the State of California know it is not an easy license to obtain.
We have been successfully operating group homes for five or more
years in this county, and according to AB 548, Civil Code 275,
which is now part of the Justice Law, children in out-of-home
care should first be placed with their family, ethnicity, culture
and their community. We have not been able to get statistics
from this county as to where the African American children are;
yet, when we requested statistics from the State Department of
Social Services, we received a report in March, 1995, which
states that September, 1994, 59 African American children were
placed out of Contra Costa County. We are taxpayers in Contra
Costa County. We are small business operators in Contra Costa
County. We spent a lot of money to get licensed facilities in
this county to house our children. We have heard testimony from
providers at the State Capitol , from counties such as Placer,
Plumas and Shasta Counties, stating they house Contra Costa
children.
We have been literally ignored by Contra Costa County Department
of Social Services. The Contra Costa County Department of Social
Services has been playing games with the lives of African
American children and providers. The Department is sending our
children out of the county to their friends and obtaining
personal gain by ignoring the law. We have met with Department
of Social Services, repeatedly, and we have asked them to give us
reasons why our children are not placed with us, per the law.
They fail to give us reasons; they make up rules that are not in
writing, such as, "We don't place children under 10 in group
homes. " We would like the statistics for children, especially
the under 10 age group, as to where they are placed and what
county, as well as all the children in this county.

AMARCH (Association for Minority Adolescents in Residential Care
Facilities) has worked with and supported legislators to
successfully get laws passed to help our children, and Contra
Costa County Department of Social Services is ignoring the law.
There are only about a dozen African American group home
providers in this county, and there are approximately 3700
children in the foster care system in this county. It is
virtually impossible that CCC DSS could be obeying the law with
these types of statistics, and African American providers unable
to get African American children, going bankrupt and forced into
foreclosures.
We are appealing to the Contra Costa County Board of Supervisors
to intercede in this wrongdoing and uphold the law. AMARCH is a
statewide organization, representing African American children
and providers, and since African American children are the great
majority of the children being placed in this county, we are
requesting input in the placement of African American children.
Further, we are requesting that personnel now placing our
children be transferred and people of color place our children.
AMARCH is requesting a meeting with the Contra Costa County DSS
placement personnel on a monthly basis. We are making this
appeal to this Board to hopefully correct these gross
irregularities in the system and in obedience to the law.
In summary, AMARCH' s requests are:
1 . That statistics be given to AMARCH as to where children in
the foster care system in CCC are placed, in county and out
of county, and the extent to which Civil Code 275 is honored
(Freedom of Information Act) ;
2. We are requesting information as to the number of children
in the system, their ethnicity, age, city of placement and
I .D. number of each staff person making each placement and
their ethnicity (See example of Alameda County form
attached) ;
3. We are requesting input in the placement of children in the
CCC foster care system;
4 . We are requesting monthly meetings with CCC supervisorial
placement personnel;
5 . We are requesting that current placement personnel be
transferred and replaced with people of color.

Gentlemen:
In collaboration with Black History month and the fourth
anniversary of Civil Code 275, which is now part of the Justice
Law, AMA.RCH (Association for Minority Adolescents in Residential
Care Homes) , the statewide African American foster care and group
home association that advocates on behalf of African American
children and providers, is again requesting information from
Contra Costa County, in regards to the placement of African
American children in the foster care/group home system in this
county. AMARCH would like to be placed on your agenda on
February 21st to discuss the placement policy for foster care and
the treatment of African American children in foster care and the
providers.
1 . We would like information as to where African American
children are placed, in county and out of county, and the
extent to which Civil Code 275 is honored.
2 . We would like to know the number of children in the system,
their ethnicity, age, city of placement, and I .D. number of
each staff person making each placement and their ethnicity
(See example of Alameda County form enclosed) .
We are requesting this information under the Freedom of
Information Act.
