The California Redevelopment Association has taken a neutral position on the
bill. The California Rural Legal Assistance Foundation and the Western Center
on Law and Poverty oppose the legislation on the grounds that it represents a
transfer of redevelopment low and moderate income housing funds without desired
conditions and protections against discrimination.

Dear Assemblyman Campbell:
RE: AB 368 (Speier)
Homelessness is a problem throughout the State and in Contra Costa County. Local resources to
address the problems of homelessness are already overstretched. Federal support has been
diminishing. In view of these circumstances, the proposal contained in AB 368 (Speier)that would
authorize a Redevelopment Agency to use up to 30% of its low and moderate income housing fund
outside of its jurisdiction for emergency transitional housing is appropriate. The legislation is
appropriately permissive, and maintains local discretion as to the actual use of such funds for
emergency and transitional housing.
We ask that you support AB 368 as it moves through the Legislature.
Sincerely,
i
