SPARKS, DIRECTOR Costa COMMUNITY SERVICES DEPARTMENT ? s County DATE: MAY 23, 1995 SUBJECT: APPROVAL OF 1995-1996 EARLY HEAD START GRANT APPLICATION SPECIFIC REOUEST(S)OR RECOMMENDATION(S)6 BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION APPROVE and AUTHORIZE the Community Services Director or her designee to execute grant applications on behalf of the Board for the 1995-1996 Early Head Start Program to the Administration for Children and Families (ACF). II. FINANCIAL IMPACT The maximum amount of Federal funds being requested in this Application is an amount not to exceed $400,000. If approved, these funds will be allocated by ACF to the County in the 1995- 1996 calendar years. The grant is for Head Start services to 12 infant/toddlers and families in Richmond, California. The project will begin January 1996 and run for one year. The goal is to setup Family Child Care Homes in West County to serve.the 0 - 3 year old Head Start eligible population. It is anticipated that the County will be notified of funding approval by ACF in late September of 1995. 1995 Early Head Start funds resulting from this application process will be made available to the County by ACF in October of 1995 and will be added via Appropriation Adjustment to the Department's 1995-96 County budget. There is no General Fund involvement. The Community Services Director or her designee will contract these funds with four family child care providers in the North Richmond area. III. CONSEQUENCES OF NEGATIVE ACTION A decision not to approve would result in the loss of needed Early Head Start services to the children and families of West Contra Costa County. REASONS FOR RECOMMENDED ACTION The Department was notified by ACF in March of 1995 that program instructions were being issued to Grantees in mid-March inviting them to submit applications for the Early Head Start program. The Grant Application package was approved by the Head Start Policy Council on Thursday, May 18, 1995. The due date for ACF is May 30, 1995. If approved by ACF, the Grant Application will provide funds to allow the Department to begin an Early Head Start program in the North Richmond area. The Early Head Start program will be provided in a similar manner as the Family Child Care Demonstration Project in Pittsburg. Unlike the Regular Head Start program administered by the Department, Early Head Start serves children from 0- 3 years of age.
