SUBJECT: NOTICE OF SCOPING REGARDING AN ENVIRONMENTAL ASSESSMENT
FOR THE DISESTABLISHMENT OF THE FLEET INDUSTRIAL SUPPLY
CENTER, OAKLAND, POINT MOLATE FUEL DEPOT, RICHMOND,
CALIFORNIA
Dear Sir:
The U.S. Navy is preparing an Environmental Assessment (EA) to identify
the potential environmental effects of the proposed disestablishment of
the Fleet and Industrial Supply Center, Oakland, Point Molate Fuel
Depot, Richmond, California, (Point Molate Site) . We are requesting you
advise us of any environmental concerns or environmental issues you have
regarding this action. Disestablishment involves ceasing the Navy
military mission of storing and supplying jet and diesel fuel to
aircraft, ships, and shore locations from the Point Molate Site, and
placing the facility in a caretaker status. The caretaker status would
include essential services, security, maintenance activities, and
environmental compliance and remediation. This action is being
considered as Navy and other military requirements for fuels have
decreased in Northern California.
If disestablishment occurs, the U.S. Navy and the Department of Defense
will identify whether the Point Molate Site is excess to military
requirements, and if so report the property to the General Services
Administration, which will then determine disposition of the site under
the provisions of the Federal Property Management Act and other
applicable laws and regulations. The Point Molate Site was not included
on 28 February 1995, Department of Defense, Base Closure and Realignment
List provided to the Defense Base Closure and Realignment Commission.
The Aping Molate Site is located in the northern portion of the San
Francisco Bay area, east of the San Rafael-Richmond Bridge. The
approximately 419 acre site consists of underground and aboveground fuel
storage tanks, pier and waterfront facilities, and structures. The
facility has intensely developed land adjacent to the shore, and steep
hillsides located to the east from sea level to approximately 400 feet
in elevation. The vegetation of the site consists primarily of
introduced annual grasses and eucalyptus trees. The facility shoreline
includes approximately 50 acres of mudflats along San Francisco Bay.
The 100 acre Winehaven Historic District forms a portion of the site and
is on the National Register of Historic Places. Several archeological
sites have been previously located on the site.
The EA will evaluate the significant environmental resources and
potential effects which could result from keeping the Point Molate Site
active or by disestablishing the facility. Please provide any
environmental comments or concerns you have by 30 May 1995 to:
