SUBJECT: Ratification of Zoning Administrator's decision regarding Shell Oil
Company's Compliance With Condition of Approval #20 (LUP2009-92)
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Ratify the Zoning Administrator' s decision that Shell Oil Company
has complied with Condition of Approval #20 of their land use
permit.
FISCAL IMPACT
None.
BACKGROUND/REASONS FOR RECOMMENDATION
When the Board of Supervisors approved the land use permit for
Shell Oil Company' s Clean Fuels Project (County Land Use Permit
#2009-92) , the Board specified that the Zoning Administrator' s
decision regarding several conditions of approval be placed on the
Board' s consent calendar for ratification. As directed by the
Board at the October 4, 1994 meeting, the County Zoning
Administrator' s decision discussed herein has been placed on the
Zoning Administrator' s agenda for May 15, 1995. Any comments
received at that meeting will be forwarded to the Board.
Condition of Approval #20 : Carbon Monoxide Emissions .
This condition requires Shell Oil Company to provide evidence that
carbon monoxide reduction catalyst technology has been applied to
the Hydrogen Plant heater or that other measures ha e be n a lied

which achieve the same level of emission reduction (97 . 5 tons per
year reduction in carbon monoxide emissions) .
The EIR for the Shell Clean Fuels Project estimated that stationary
sources would emit 417 tons of carbon monoxide annually. Shell Oil
has implemented measures which would reduce the carbon monoxide
emissions from 417 tons per year to 254 . 5 tons per year. This
reduction of 162 . 5 tons per year exceeds the 97 . 5 tons per year
required by condition of approval #20 . The measures proposed by
Shell Oil have been approved by the Bay Area Air Quality
Management District.
