Bragdon ���� County Director of Community Development DATE: May 16, 1995 SUBJECT: Contracts with Catholic Charities and Rubicon Programs SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE: (1) $270,000 to Catholic Charities for the acquisition of Amara House, a group home for very-low income persons with HIV/AIDS; and $130,000 to Rubicon, Inc. for the partial acquisition and minor rehabilitation of the Point Apartments to provide 30 units of housing for very-low and extremely .low-income persons, including 10 units for persons with HIV/AIDS; and (2)AUTHORIZE the Deputy Director -Redevelopment, or his designee to enter into legal documents for these purposes. FISCAL IMPACT No General Fund impact. HOPWA funds are allocated by formula, through the U. S. Department of Housing and Urban Development(HUD)to the combined jurisdictions of Contra Costa County and the Cities of Antioch, Concord, Richmond and Walnut Creek. THE BOARD OF SUPERVISORS Rusty Keilch, AIDS Program, Health ServicesND COU ADMINISTRATOR Cities of Antioch, Concord, Richmond, Walnut Creek BY ,DEPUTY via Community Development Department BACKGROUND/REASONS FOR RECOMMENDATIONS Housing Opportunities for Persons with AIDS (HOPWA) funds are allocated to Contra Costa Entitlement Jurisdictions by formula through the City of Oakland and the U.S. Department of Housing and Urban Development(HUD). As agreed by the Jurisdictions, $400,000 of the FY 1994 allocation was reserved for the development of affordable rental housing for low-income ambulatory persons with HIV/AIDS. The County has documented a need for such housing. As of January, 1995, an estimated 4,000 people in Contra Costa County are HIV-positive. An income survey of clients served by HOPWA-funded programs in Contra Costa County in FY 1993-94 emphasized the need for additional affordable housing and supportive services targeted to this population. Amara House, a group home located in the unincorporated County is currently the only facility in Contra Costa which provides affordable housing specifically for persons with HIV/AIDS. On behalf of the Entitlement Jurisdictions, the Community Development Department conducted a competitive application process for the allocation of these funds. On December 22, 1994 the County distributed a Notice of Funding Availability (NOFA) to 105 non-profit agencies and other organizations involved in the provision of affordable housing and/or services to the target population, including the HIV Planning Council for the Oakland Eligible Metropolitan Area(EMA). Three organizations submitted proposals. One of these organizations, Social Intervention Services, withdrew from the application process due to the partial ineligibility of their application. Following analysis and evaluation of the remaining applications, representatives of the County Community Development Department, County AIDS Program, and the County Entitlement Jurisdictions (the Cities of Antioch, Concord, Richmond and Walnut Creek) unanimously agreed to recommend approval of the following allocation of HOPWA funds: • $270,000 to Catholic Charities for the acquisition of an existing group home(Amara House) located in unincorporated West County. This project will enable Catholic Charities to continue to provide affordable rental housing to very-low income persons with HIV/AIDS. Each of five bedrooms in the group home will be reserved for very-low income persons with HIV/AIDS. Additional funding sources for rehabilitation and operations have been sought through the current McKinney Act NOFA. Target acquisition date: June, 1995. • $130,000 to Rubicon, Inc., for the acquisition of an existing, vacant single-room occupancy hotel located in Point Richmond, to provide affordable rental housing to extremely-low and very-low income persons, including 10 units reserved for extremely-low income persons with HIV/AIDS. This funding is recommended contingent upon the project's securing McKinney Act funds from the federal government. All HOPWA funds for housing will be made available in the form of a subsidized loan with affordability restrictions designed to ensure that each facility will provide housing for low-income persons with HIV/AIDS for at least 20 years.
