Specific Request(s) or Recommendation(s) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act Class
1 C Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and
specifications for construction.
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County
Clerk for filing of the Notice of Exemption.
II. FINANCIAL IMPACT:
The estimated project cost'is $85,000, funded by Hazard Elimination Safety (90%) and Contra Costa
County Road Funds (10%).

III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes the installation of Hazard Elimination Safety funded advance warning flashers
at four separate locations in Contra Costa County. The flashers will provide warning of hazards
which motorists should approach at a reduced speed.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because it will not have a significant effect on the environment and the installation of warning
flashers will not result in the removal of a scenic resource.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize
Federal funding.

WARNING FLASHERS County File #CP 94-67: The project involves the installation of HES advance warning
flashers at four separate locations in the County. The flashers provide a warning of hazards which motorists
should approach at a reduced speed. A typical flasher consists of a 20-foot galvanized steel pole, wired to
alternatiely illuminate the upper and lower lenses of the signal head. Flashers will have extended visors
installed on them to deflect the yellow light from nearby residences, if necessary. Beneath the flasher head,
traffics signs will be posted. Subject project is located as follows: The HES advance warning flashers will
be located on the shoulder, in the right-of-way, at the following sites: (1) Byron Highway at the Byron
School, Byron area, (2) Olinda Road near Robin Hood Drive, Richmond area, (3) Arlington Boulevard at
Solano Avenue, Richmond area, (4) Livorna Road at Vernal Drive, Alamo area.
This project is exempt from CEQA as a:

implementing the California Environmental Quality Act of 1970(CEQA), it has been determined that your project
will not have a significant effect on the environment. Your project falls within the following category:

SUBJECT: MANDATORY REFERRAL FOR GENERAL PLAN CONFORMANCE
Community Development staff has reviewed the attached project, CP 94L r to determine
if mandatory referral for General Plan Conformance, as required by Section 65402 of the
Government Code, is necessary.
The project needs no further mandatory referral clearance from County staff subject to the
following actions:
(� This project has been determined to be exempt from 65402 review.
( ) This project has been determined to be exempt from 65402 review in
accordance with the Board of Supervisors Resolution 81/522 because the
project involves a road alignment project of a minor nature.
( ] This project should be referred to the City of for 65402 review.
( ] Community Development staff makes the following attached recommendation
which should be incorporated into the staff report on this matter.
The project needs mandatory referral and County staff will process this project in the
